Tender Details

Tenders are invited for Provision of Design and Development Services for Promotional Materials.

The East European Foundation (FEE), in cooperation with the Ministry of Education, Culture and Research, with the financial support of the European Commission and the Government of Sweden, implements the eTwinning Plus Moldova Program. The eTwinning program is part of the European Commission's Erasmus + Program and addresses teachers in pre-university education.



In order to increase the visibility of the Program, the East European Foundation organizes a contest for the production of promotional materials.



The purpose of this contest is to identify and then contract a company that will produce and develop promotional materials, according to the FEE task, within the eTwinning Program.

The provider will produce and deliver promotional materials as requested by the Foundation (please use the table below to present the financial offer).



The Contractor will operate under the direct supervision of the Program Coordinator. The Contractor will work outside the EEF's office and will participate in the meetings aimed at carrying out the tasks. The structure and content of the promotional materials mentioned above will be developed based on the FEE requirements.



The East European Foundation reserves the right:

• to give up some of the product categories included in the call for tenders;

• to contract one / more companies on a price-quality basis.



Specific requirements for candidates:



• At least two years of experience in developing promotional and advertising products;

• Ability to work in short terms.



Selection criteria for the tenderer:



1) Experience of the bidder: presence on the market, loyal customers / references;

2) Competitive price with respect to the price-quality ratio;

3) Execution deadlines.



The application will include:



• Company registration certificate;

• Commercial offer with a representative image but also the price for each type of product;

• The offer must include the price in national currency, excluding VAT;



Note: The Erasmus + eTwinning Partner Support Agency is registered in Government Decision # 246 of April 8, 2010 on how to apply the tax and customs facilities related to the implementation of ongoing technical and investment assistance projects falling within the scope of international treaties which the Republic of Moldova is a party to. Purchases made by the Foundation under this project are exempt from VAT with deduction. The package of supporting documents will be presented on request.
