1. The Department of Education, Division of Masbate, through its Bids and Awards Committee intends to apply the sum of One Million One Hundred Twelve Thousand Four Hundred Pesos (Php 1, 112, 400.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Provision of Board & Lodging (Meals and Accommodation) in connection with the Division Training Workshop for School Paper Advisers on Campus Journalism and School Paper Production for 309 pax in the Division of Masbate. Bids received in excess of the ABC shall be automatically rejected at the bid opening.

2. The Department of Education, Division of Masbate now requests submission of proposals for the Provision of Board & Lodging (Meals and Accommodation) in connection with the Division Training Workshop for School Paper Advisers on Campus Journalism and School Paper Production for 309 pax Delivery of the Goods is required for 9 days on the dates specified in the Notice to proceed (NTP). Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.



4. Interested bidders may obtain further information from the Department of Education, Division of Masbate and inspect the Bidding Documents at the address given below during 8:00 A.M. to 5:00 P.M. of the period October 17 - November 6, 2018.



A complete set of Bidding Documents may be purchased by interested Bidders on October 17 - November 6, 2018, 8:00 A.M. to 5:00 P.M, 8:00 A.M. to 9:00 A.M from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos (Php 5, 000.00).



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.



5. The Department of Education, Division of Masbate will hold Pre-Bid Conference on October 25, 2018, 9:00 AM at the Division Office MPDTEA Building, Rodeo Road, Masbate City.



6. Bids must be delivered to the address below on or before November 06, 2018, 9:00 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. A valid Bid Securing Declaration must accompany the bid(s) in lieu of a bid security.



Bid opening shall be on November 06, 2018, 9:00 A.M. at Division Office Function Hall, MPDTEA Building, Rodeo Road, Masbate City. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



7. Only duly authorized representative of the bidder shall be allowed to purchase and submit bids, and attend activities relative to the procurement process of the above stated project.



8. The Department of Education, Division of Masbate reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
