The proceedings are conducted in accordance with the provisions of the Act of September 11, 2019, Public Procurement Law (Journal of Laws of 2024, item 1320, as amended), hereinafter referred to as the Public Procurement Law. The procedure is conducted as an open tender in accordance with Art. 132 Public Procurement Law The subject of the order is the provision of transport services, including moving, loading and unloading. Common Procurement Vocabulary (CPV) code: 60000000-8 Transport services (excluding transport of waste) Detailed description of the subject of the order are specified in Annexes No. 1, 1.1., 4 and No. 10 to the SWZ, i.e.: Offer form with Price Specification, Draft provisions of the contract and Description of the subject of the order. The Ordering Party does not allow the submission of partial offers. Justification for the lack of division into parts: division of the order into parts due to the specific nature of the transport service consisting in moving, which is an indivisible logistics process. Division of the order into smaller parts of the order carried out by different Contractors would introduce an excessive risk of dilution of responsibility for the entrusted property, which in the event of damage would make it impossible to precisely identify the entity guilty of negligence. In addition, the coordination of several transport teams at the same time and place would involve will result in serious technical difficulties and the risk of communication paralysis in the Ordering Party's facilities, leading to an unjustified increase in administrative and operational costs.
