Whoever wishes to participate and who meets the conditions stipulated in the Contracts System promulgated by Law No. 51 of 2004 must submit his offer in three sealed envelopes, and these envelopes are placed in a fourth envelope on which the name of the bidder is written according to the following: The first envelope: contains the initial insurance The identification papers have a financial stamp affixed to them with a value of 1, 000 new SYP + 500 new SYP for the request to participate in the tender and for temporary guarantees.
