Project Description:

The penetration of smart metering infrastructure is set to rise significantly over the coming years in both developed and developing markets. Smart meters provide economic, social and environmental benefits to multiple stakeholders and are central for the move towards a cleaner, smarter and more flexible energy system. For these reasons, the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is seeking to scale up smart metering in its countries of operation (the “COOs”) with the aim to enable higher degrees of consumer empowerment, energy efficiency and efficient market functioning (the “Project”).

While some of the EBRD-s COOs have started introducing smart metering, most have not yet launched this process or remain in the early stages of implementation. Across the Bank-s COOs, significant challenges to successful roll-out of smart meters remain, including a lack of support incentives, low consumer engagement, poor meter standards, regulatory shortcomings and inadequate resource management. Given that the Bank-s COOs have limited capacity to address these challenges, this Project seeks to provide the platform for delivering technical assistance and policy advice to enable successful smart metering deployment.

Assignment Description:

To enable successful smart metering deployment in the Bank-s COOs, there is a need to: (i) better understand the smart metering roll out status and investment needs of individual COOs; and (ii) develop the legal and regulatory framework to enable efficient use of smart meters and support future integration with distributed generation and storage.

To this end, and in the context of the Project EBRD is now intending to select and contract a consultant (the “Consultant”) in order to provide a review of smart metering development and best practice, make recommendations for the development of suitable legal and regulatory frameworks, and assess the feasibility of smart meter roll-out together with legal and regulatory assistance across the Bank-s COOs (the “Assignment”).

Amongst others, the selected Consultant is expected to provide the following services:

1) Provide a status review of international smart metering market development and best practice;

2) Conduct three in-depth case studies;

3) Identify key lessons on legislative, regulatory and institutional arrangements to facilitate smart meter roll-out and optimize its market impact; and

4) Conduct an assessment of the scope for roll-out across the EBRD-s COOs, paired with recommendations for targeted technical assistance and investment.

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in Q1 of 2020 and has an estimated overall duration of 7 months.

Cost Estimate for the Assignment: Up to EUR 175, 000.00 (exclusive of VAT).

Interested Consultants must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Request for Technical Proposals. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is anticipated that the contract will be financed by the EBRD-s Shareholder Special Fund (the “SSF” or the “Fund”).Please note that selection and contracting are subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the Interested Consultant-s nationality.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to:

A. Economics/Policy/Commercial expertise in the commercial and regulatory aspects of smart metering such as (but not limited to):

legislative and regulatory framework for electricity networks and smart metering;
roll-out strategies;
prevailing technologies and main suppliers;
main applications and users;
current and projected costs and revenues;
investment and financing;
data privacy and security; and
cost benefit analysis.
B. Legal expertise on:

legislative and regulatory framework for electricity networks and smart metering; and
preferably experience assisting authorities on drafting primary and secondary legislation for electricity networks and smart metering, and assisting in the roll-out of smart metering.
C. Technical expertise on:

smart meter projects, preferably with experience in providing assistance to electricity network companies or regulators on technical aspects of such projects; and
best performing technological smart meter solutions.
D. Preferably, experience in the electricity sector of a country (or more) across the EBRD-s region (Europe; Caucasus, Central Asia (incl. Mongolia), MENA and Turkey).

The Consultant's expert team is expected to include the following key experts (the “Key Experts”):

1. Key Expert 1: Team Leader with:

preferably 10 years- previous professional experience in project management, specifically in projects related to the electricity sector and in regulatory matters of the electricity sector in particular smart metering, electricity markets and systems;
proven experience in leading a team of experts and the ability to demonstrate adequate project management skills, managerial skills and team leading experience;
experience in organising and delivering workshops to a diverse audience of stakeholders is preferable; and
fluency in English for coordination and report writing purposes.
2. Key Expert 2: Legal Expert(s) with:

preferably 7 years or more previous professional experience in drafting electricity sector legislation and regulations relating to electricity networks and smart metering projects; and
experience in advising on the regulatory framework for smart metering.
3. Key Expert 3: Economic/Financial/Commercial Expert; with preferably 7 years or more previous professional experience in designing and analysing cost structures and economic cost/benefit analysis in the electricity sector, including the assessment of market conditions, technical constraints and economic benefits of smart metering to the electricity system.

4. Key Expert 4: Technical Expert; with preferably 7 years or more previous professional experience in working on technical characteristics of smart meter projects.

All the Key Experts are expected to have strong communication skills, be fluent in English and, preferably, have experience in past projects within the Bank-s COOs or similar environments.

3. The Technical Proposal shall be submitted in English electronically via eSelection not later than the Closing Date, as one single PDF file.

5. A Technical Proposal that contains elements of a financial proposal shall be declared non-responsive.
