Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with Quo Data Gesellschaft Fur Qualitatsmanagement und Statistik, Dresden Germany for annual renewal of PROLab Plus Fullsite licenses, PROLab Plus customization, and access to the PROLab_HUB web service used to collect, evaluate, and distribute data obtained as part of interlaboratory comparisons (ILCs) and quality assurance programs (QAPs). This is a sole source inasmuch as Quo Data developed the PROLab Plus software and accompanying tools, and the PROLab_HUB web application and accompanying tools and distributes both exclusively. Access to the PROLab_HUB platform is not available on-line through any other interfaces or vendors. Quo Data owns and controls intellectual proprietary rights associated with the licensed content attributed to PROLab Plus and PROLab_HUB. Licenses of PROLab Plus and PROLab_HUB can only be acquired through Quo Data. A firm fixed-price purchase order will be negotiated and issued on or about 16 Apr 2024. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 1 Apr 2024. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
