The objective of this procurement is to obtain a subscription access to an integrated energy-emissions-economy model and related technical support and training. Access to the model allows the Environmental Economics Branch (EEB) to: • continuously provide evidence-based analysis that supports building an attractive economy. • evaluate the economic and environmental impacts of policy updates to the Emissions Performance Standards Program and proceeds projections to support planning for the Emissions Performance Program. • track progress in achieving Ontario's emission reduction target and making longer-term reductions. • assist other ministries with assessing environmental and economic impacts of other government priorities (e.g., Ministry of Energy and Mines' integrated energy planning work, Ministry of Natural Resources' Carbon Capture, Storage and Utilization Analyses, industrial steel decarbonization). • collaborate with other ministries in estimating in an integrated fashion the environmental and economic effects of initiatives proposed by Canadian federal and provincial governments. The non-consulting services will be obtained using an open competitive procurement process by posting an electronic Request for Bids (eRFB) on JAGGAER. The estimated cost of these services is projected to be under $750, 000, exclusive of applicable taxes. The agreement will have a two-year term from October 1, 2025, to September 30, 2027, with option to extend for one additional year.
