detailed description

rfb to complete development, configuration, and three-phased implementation of a forthcoming enterprise-wide cloud system implementation for the treasury board secretariat ("the ministry") that will be used throughout the provincial government. the system will align to core corporate processes and timelines in support of the overall management of the province`s fiscal plan.



the system is intended to allow for the capture and analysis of program level operational data, while leveraging existing ontario public service (ops) corporate technology.



utilizing the oracle planning and budgeting cloud service as the platform, the integrated system will also interface with other systems used in the province (including the ontario resource budget information tracking orbit, the workforce information network win, and the integrated financial information system - ifis) .



the rfb will be issued as an open competitive procurement process to select a vendor to administer the implementation of the enterprise-wide, integrated system through a three-phased approach that will address specific operational needs across the province of ontario.



detailed analysis has been conducted by the office of the provincial controller division over the course of several years on ministry-specific operational needs and systems. an extensive consultative process was previously undertaken to identify business needs. to maximize investment, an iterative approach has been used to develop a system that provides value and meets the needs of prospective users in different ministries and allows for cost savings in line with current government priorities.



scope of work

the procured vendor will be required to implement the enterprise-wide solution by:

1. based on an existing design and solution set, completing the design, configuration, testing and implementation an enterprise cloud-based solution across all ministries as part of three distinct releases.

2. providing system support to ministries and product owners with identified system issues during the implementation periods.

3. providing change management support and training. the vendor will be required to leverage work already completed that detailed the implementation impacts for each ministry. the vendor will be required to use the detailed ministry impact assessment documentation as a starting point and develop a change management and training plan that aligns with implementation timelines and ministry onboarding.

4. supporting the ministry in leading the overall project management of the enterprise-wide implementation.



the ministry anticipates that the request for bids (rfb) that will begin the implementation of the solution will be issued in the last quarter of this calendar year.
