Project Description:
The Kyrgyz Republic has identified the Tailings Management Agency (TMA or the Client), a department of the Kyrgyz Ministry of Emergency Situations, as the Executing Agency. TMA intends to procure the services of a consultancy company to complement its Project Management Unit (PMU), which is in charge of tendering for and overseeing planned remediation works at the Min-Kush and Shekaftar sites. The works include the closure of shafts, adits and sinkholes, the demolition of mining facilities and processing buildings, the covering or relocation of waste rock dumps as well as the construction of river bank protections and diversion channels. Environmental Impact Assessment and Feasibility Studies (“Feasibility Studies”) for these works have been carried out by an experienced international company.
TMA has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide funding to finance Project Management Unit Consultancy Services (the Project).
The Republic of Uzbekistan has tentatively identified the Institute of Nuclear Physics as Executing Agency (to be confirmed) and intends to procure the services of a consultancy company to complement a future Project Management Unit, which will be tasked to tender for and oversee planned remediation works at the Charkesar and Yangiabad sites. The works envisaged are similar to the ones described above for the sites in the Kyrgyz Republic and Feasibility Studies carried out by an experienced international company are available.
Procurement approach:
The procedures for selecting the consultancy company are expected to be combined and carried out jointly by the Kyrgyz Republic and the Republic of Uzbekistan to ensure the optimization of the remediation works in both countries. Subsequently, the selected consultancy company will provide staff to two PMUs, one in the Kyrgyz Republic and one in the Republic of Uzbekistan under separate contracts with the Executing Agencies in each of the two countries.
Considering that the Kyrgyz Republic has already established the Executing Agency and that the Republic of Uzbekistan is still in the process of establishment of the Executing Agency, the decision on the joint selection of the consultancy company is not final yet and the selection process may later be continued only by the Kyrgyz Republic and followed by a separate selection process by the Republic of Uzbekistan.
The decision on a joint or separate selection process depends on the ability of both countries to advance with the selection process at the same pace and thus a final decision may be taken at any time but in any case before the Request for Proposals stage.
Assignment Description:
The PMU is responsible for the timely and cost-effective implementation of remediation projects at the relevant sites. It is in charge of project organization, project management and planning, procurement and contract management and financial control, construction supervision, safety standards, environmental due diligence and stakeholder management, risk assessment, and reporting. The PMU is staffed by experts provided by the Executing Agency complemented by staff of the Project Management Unit Consultant (PMU-C).
The PMU-C takes the lead and is in charge of organizing all PMU staff members into an integrated and efficient team capable of delivering the intended projects in a timely and cost effective way. The PMU-C will review the Feasibility Studies and assess the need for updates, modifications and additional engineering works; complete the technical specifications / requirements for remediation works to be procured; and develop documents required to obtain all necessary licenses and permits.
The PMU-C will develop a project schedule and licensing plan to achieve timely delivery of projects in line with recipient country and good international standards. It will produce all necessary documentation and procure works contracts in line with EBRD-s Procurement Policies and Rules and will supervise implementation of works in line with the project schedule, applying appropriate quality control and risk management measures as well as required health and safety, radiation and environmental protection standards. It will develop and implement a public participation process in line with EBRD-s Environmental and Social Policy. The PMU-C will regularly and on request report on progress to the recipient organization and the EBRD. It is in charge of reviewing invoices of contractors and making disbursement applications to the Bank and keeping accurate financial records. The PMU-C will propose and implement a training program for Executing Agency staff as required to ensure capacity development of the Client.
The Client(s) now intend to establish a shortlist of qualified and competent consultants, with a view to formally inviting proposals from the shortlisted consultants, in relation to the Assignment, on the basis of the Request for Proposal document to be issued to all shortlisted consultants.
The selected Consultant is expected to provide the following services:

Environmental Due Diligence and Stakeholder Management
Reporting
Consultant Selection Procedure: Two stage open competitive selection
Interested firms or group of firms are hereby invited to submit expressions of interest. The Consultant Selection will be conducted in accordance with the EBRD Procurement Policies and Rules.
Assignment Start Date and Duration: The Assignment is expected to start in November 2018 and has an estimated overall duration of 36 months.
Cost Estimate for the Assignment:
EUR 2 million (exclusive of VAT) for Kyrgyz Republic; and
EUR 2 million (exclusive of VAT) for Republic of Uzbekistan.
Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Client(s) the Assignment may be extended beyond the current scope.
Funding Source: It is anticipated that the contract will be financed by ERA.
Eligibility: There are no eligibility restrictions based on the consultant's country of origin.
Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the consultant shall submit an Expression of Interest in accordance with the following submission requirements.
Cover letter including full contact details, including address of the company submitting the expression of interest, phone numbers, email address of contact person; and including a statement that the consultant understands that the decision on a joint or separate selection process is not final and thus wishes to be shortlisted for provision of Project Management Unit Consultancy Services to both Clients (in case of joint procurement) and to TMA only (in case the selection process is continued only by the Kyrgyz Republic);
Company profile, organisation structure and staffing, registry documents;
Financial data and records. Audited summary balance sheets and profit and loss statements or similar statements if profit and loss statements are not available, demonstrating turnover for the last 5 (five) years;
Details of relevant experience and successfully completed similar assignments requested in the Shortlisting Criteria below, undertaken in the last 10 (ten) years, filled in as required in the template provided below;
One (1) original in English language and six (6) numbered copies in English language and one (1) original in the Russian language and four (4) numbered copies in Russian language of the above information (only submission requirement 4 needs to be in the Russian language, submission requirements 1 - 3 can be submitted in the English language) shall be submitted to the Client(s) at the below specified address in the envelope marked “Project Management Unit Consultancy Services” to reach the Client at the below specified address no later than 11.06.2018, 15:00 local time (UK). In case of discrepancies the English version will prevail.

Shortlisting Criteria:
