The purpose of this framework agreement for intellectual services is to provide strategic and operational support for the construction of a centralized and dynamic digital flow management tool for the Department of Val-de-Marne. The services consist of: Phase 1 : Preliminary studies for the establishment of centralized and dynamic management within the Department of Val-de-Marne: Sub-phase 1.1: Carry out an opportunity study for the establishment of centralized and dynamic management within the Department of Val-de-Marne. Sub-phase 1.2: Prepare a financial framework note for the project. Phase 2: Support in preparing the implementation of a centralized and dynamic flow management tool: Sub-phase 2.1: Support in strategic management and operational of the project to set up a centralized and dynamic flow management tool, in particular the definition of the program, the phasing, the internal organization; Sub-phase 2.2: Assist in the preparation of public contracts and procurement files business consultation; Phase 3: Assistance with the analysis of applications and offers; Phase 4: Assistance with market execution; There is also the possibility of calling on additional intellectual services.
