Description
This is a request for information/market survey. This is not a request for proposal, request for quote, or an invitation for bid. There will be no solicitation, specification, or drawings available at this time.
Description: Naval Facilities Engineering Systems Command (NAVFAC), Northwest is soliciting comments from the public addressing the potential use of Project Labor Agreements (PLA) for the following construction project. The construction project is for Building and/or Heavy (non-building/residential) requirements in support of P273 Bulk Fuel Storage Tank Hydrant System, Naval Air Station Whidbey Island (NASWI), located in Washington State. The designated Defense Priorities and Allocation System (DPAS) priority rating for this project is DO-C2.
Construction may include, but is not limited to: modification of existing fuel system to support bidirectional fuel flow and the construction of a new fuel pump house and buried fuel pipelines to support a new Type 3 hydrant system on NAS Whidbey Island. Work elements include alteration of existing fuel and electrical infrastructure; installation of storm water systems; installation of pump house building structure; installation of fuel pumps and control systems; installation of buried stainless steel fuel piping; installation of fuel hydrant pits at airfield apron and associated repairs to flight line pavements; and commissioning of fuel systems. This project includes work restrictions for dewatering of ground/storm water requiring containment and disposal, and flight line work phasing to minimize impact to active operations.
