Single Stage Open Competitive Selection- Request for Proposals

Project Description:

The European Bank for Reconstruction and Development (the “EBRD”, the “Bank”) is considering financing of FE Indorama Agro LLC (the “Borrower” or “Company”), a newly established company in Uzbekistan owned by Indorama Corporation Ltd (the “Sponsor”), engaged in cotton farming (the “Project”). The Capex loan will be used to finance a portion of the Capex-related investments for agricultural machinery, buildings, ginning facilities, land redevelopment and irrigation, and the Working Capital loan will be used to finance working capital related requirements.

Assignment Description:

In the context of the Project the EBRD intends to engage a consultant (the “Consultant”) in order to carry out an environmental & social impact assessment of the Project (the “Assignment”).

The expected outcome of the Assignment is an assessment of the environmental & social impacts of the Project.

The selected Consultant is expected to provide the following services:

review the existing E&S documentation for the development of the Project;
identify and assess any potentially significant future adverse environmental and social impacts associated with the proposed Project;
determine the measures needed to prevent, minimise, mitigate and compensate adverse impacts;
identify potential environmental and social opportunities, including those that would improve the environmental and social sustainability of the Project; and
identify and conduct any complimentary studies (e.g. climate change, water availability, land optimization process, human rights and gender) that may be required given the Project-s context and environmental and social risks as well as potential, residual impacts or reputational risks.

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical Proposal.

Assignment Start Date and Duration: 15 July 2019;

Please note that the successful Consultant must be able to start work and mobilize experts on 15 July. This assignment is time-sensitive and must be completed by 5 October 3019.

Maximum Assignment Amount: EUR 150, 000 (exclusive of VAT).

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense

Subject to availability of funding, the performance of the selected Consultant and the business needs, the Assignment may be extended beyond the current scope.

Funding Source: It is anticipated that the contract will be financed by the EBRD Shareholder Special Fund. Please note that selection and contracting are subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant's nationality.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to:

Experience in Uzbekistan;
Experience in conducting ESIAs for projects involving cotton, primary agriculture, water management, gender, and land acquisition; and
Proven experience and familiarity with the application of EBRD and IFC standards.
The Consultant's expert team is expected to include the following key experts (the 'Key Experts') with :

- at least 5-10 years of experience in their fields of specialization; and-

- proven project experience in the region or in the region of Countries of Operation of the Bank;

· International Project Manager

· International Environmental Specialist

· International Health & Safety Specialist

· International Social Specialist

· Local Environmental Specialist

· Local Social specialist

Submission Requirements:

1. Interested consultants are now invited to submit a completed Technical as per the standard templates and instructions available hereto: http://www.ebrd.com/documents/procurement/single-stage-package.docx. Interested consultants should make themselves familiar with these Standard Templates, Standard Instructions and Conditions of Contract in preparation of their Proposal.

2. The Technical Proposal shall be submitted in English electronically via eSelection not later than the Closing Date, as one single PDF file. The technical proposal should not exceed 20 pages excluding the Declaration Form and CVs (Form 1- TP 1 and Form 1 - TP 6).

3. Technical Proposal that contains elements of a financial proposal shall be declared non-responsive.

Selection Method and Evaluation Criteria:

1. Technical Proposal Evaluation Criteria

(a)Firm's previous project experience conducting ESIAs for projects involving cotton, primary agriculture, water management, gender and land acquisition in Uzbekistan (40%);

(b)Experience and familiarity with the application of EBRD & IFC standards (10%);

(c)Quality of the methodology proposed for the Assignment (20%); and

(d)CVs of the Key Experts (30%).

Interested Consultants are not required to submit financial proposals.

Interested Consultants will be evaluated on the basis of their technical proposals only.

Important Notes:

1. The proposal validity period is 120 days from the deadline date for the receipt of submissions. During this period, the Consultant shall maintain its original Proposal without any change, including the availability of the Experts, the proposed rates and the total price.

2. The selection will be made from the Proposals received in response to this notification only, on the basis of the submission requirements and selection criteria set out in this Procurement Notice. The highest-ranked Consultant will be selected and invited to negotiate the contract, subject to availability of funding.

3. Any updates of and clarifications on this procurement notice shall be announced as updates on this notice, without any other notification. In the event of changes consultants will need to download the updated versions. Consultants are required to periodically check the notice for updates. Failure to take the updates into account while preparing the Proposal may result in disqualification or penalties to the scores in the evaluation.
