Single Stage Open Competitive Selection - Request for Proposals

Project Description:

The European Bank for Reconstruction and Development (the EBRD or the Bank) and the Green Climate Fund (the GCF) are co-financing a GCF GEFF Egypt - Green SME Loan (“the Loan” or “the Facility”, or “the Project”), that should address the market barriers to investing in energy efficiency and climate adaptation projects in Egypt through implementation of a USD 100 million facility in the form of a credit line to a Participating Financial Institution (“PFI”) for on-lending to SME private sector borrowers for sustainable energy and resource efficiency investments. The Project will follow the standard EBRD model for Green Economy Financing Facilities (GEFF) and will be supported by a technical assistance grant, which will be used to support project implementation, PFI and local expert capacity-building and increase awareness of sustainable energy and resource efficiency (SE/RE) potential.

Assignment Description:

EBRD intends to select and contract a consulting company (the Consultant) to the Assignment.

The expected outcome of the Assignment is to transfer strategic know-how and raise awareness about modern energy performance and environmental standards to contribute to the creation of a demand-driven, self-sustaining market for investments in high performance technologies and services supporting a green economy.

The specific objective is to support the effective implementation of the GCF GEFF Egypt Green SME Loan, resulting in a portfolio of eligible Sub-projects.

The selected Consultant is expected to provide the following services:

1. Ensure successful Facility inception

2. Ensure that the PFI is on boarded successfully

3. Support the Sub-project Lifecycle

4. Ensure the correct tracking, monitoring and reporting of the Facility data

5. Implement a Gender and Social Inclusion Action Plan

6. Conduct verification of the implemented projects

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in Q1 2020 and has an estimated overall duration of 36 months.

Cost Estimate for the Assignment: EUR € 2, 352, 000.00 (exclusive of VAT).

Subject to availability of funding, the performance of the selected Consultant and the business needs, the Assignment may be extended beyond the current scope.

Funding Source: It is anticipated that the contract will be financed by the EBRD Shareholder Special Fund and the Green Climate Fund. Selection and contracting are subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant`s country of origin.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to:




· Financial product development, marketing, awareness raising, portfolio management, and capacity building in close cooperation with financial institutions.

· Implementation of green lending activities related to energy efficiency, water efficiency and renewable energy - in industrial, and commercial sectors.

· Assignments related to engaging with diverse stakeholders including local stakeholders as well as international stakeholders.

· Compliance with national regulations as well as benchmarking global best practices or EU standards in relation to energy performance of process equipment, machinery, buildings and renewable energy.

The Consultant`s expert team is expected to include the following key experts (the `Key Experts`):

Project Manager, with:

· preferably 15 years of previous professional experience in project management;

· international technical experience in SME EE and/or RE (as well as resource efficiency) including related EE and RE financing schemes;

· previous professional expertise in project implementation planning;

· fluent spoken and written English is essential; and

· knowledge of Arabic would be an advantage.

Financial/Economic Expert(s), with:

· preferably 10 years of previous professional experience as corporate finance expert, bank loan officer or economist with specialisation in financial analysis (including capital investment appraisal);

· previous professional expertise in financial structuring of cash flow-based lending projects;

· fluent spoken and written Arabic and English are essential for the expert(s) serving as PFI relationship managers; and

Lead Engineer, with:

· preferably 15 years of previous professional international project experience, including overseeing the work of a team of engineers;

· previous professional experience of explaining engineering measures in financial terms;

· fluent spoken and written English and Arabic is essential;

Pool of Local Engineers, with:

· knowledge of regulations applicable to SMEs in Egypt as well as best practice in EU, including buildings (energy performance, building design, health and safety, etc.);

· knowledge of regulations applicable to Egypt as well as best practice in EU for equipment used in SMEs and buildings ( solar water heaters, PV, heating/cooling, water efficiency, etc.);

· previous professional experience in developing sustainable energy and resource efficiency projects, including: (i) conducting energy/resource audits, (ii) assessment of project investment plan including its risks and mitigation strategy, (iii) commercially based sustainable energy and resource efficiency projects financing, and (iv) calculation of energy/resource savings and greenhouse gas emission reduction for such projects;

· fluent spoken and written Arabic is essential; and

· knowledge of English would be an advantage.

Communications and Marketing Experts, with:

· preferably 10 years of previous professional experience in developing marketing strategy and marketing tools;

· preferably 10 years of previous professional experience in carrying out successful marketing projects in a business-to-business marketing context;

· previous professional experience in working with corporate clients and/or banks on marketing their products;

· fluent spoken and written Arabic and English is essential; and

Gender Expert with:

· preferably 8 years of previous professional experience in the field of gender and economics, and a proven record of experience conducting gender assessments;

· fluent spoken and written English is essential;

· good knowledge of Arabic would be an advantage.

Selection Method and Evaluation Criteria:

1. Technical Proposal Evaluation Criteria

(a) Firm`s previous project experience in similar assignments (25%)

(b) Quality of the methodology proposed for the Assignment (25 %)

(c) CVs of the Key Experts (50 %).

Interviews as part of technical evaluation:

Up to 3 (three) highest scoring companies with a technical score of 75 and above based on technical proposal evaluation criteria will be invited to the interview of proposed Key experts on the following positions: Project Manager, Financial/Economic Expert, Lead Engineer, Gender Expert and Marketing/Communication Expert. The Bank will consult with the consultant regarding the format (e.g. skype call, meeting, conference call, etc.) and date of the interview at the time of the invitation. Please note that all and any costs incurred by the Consultant in connection with attendance to interviews will not reimbursed by the Bank.

Combined Technical and Interviews Evaluation and Ranking

The weights given to the Technical (T) and Interview (I) evaluation are:

T = 80, and
