BACKGROUND
During the period 7 August to 6 September 2017, the British Virgin Islands experienced a trio of unprecedented events that have significantly impacted the islands. On 7-8 August, a tropical wave produced 14.78 inches of rainfall is 20 ½ hours and caused an estimated USD 7.7 million in damages. This was unfortunately compounded by Hurricane Irma, a strong category 5 Hurricane with sustained winds of 185 mph. Widespread damage was evident with over 60% of the building stock sustaining significant or catastrophic damages and 20% of the population being displaced. Additionally, 125 persons have been injured and 4 deaths were confirmed. It is estimated that USD 3.6 billion in damages on BVI have resulted from this event. Hurricane Maria followed two weeks after and although the impact was less severe than anticipated some additional flooding was experienced
These events have created widespread destruction of houses and infrastructure, disruption of basic service provision and has caused extensive damage and losses in income generating activities.. The debris has created an immediate health risk, with stagnation of water, decaying animals and potential leakage of chemicals leading to growing populations of mosquitoes, rodents and other vectors, contamination of water and soils. Previously, logistics was a challenge with the airports, ports and roads being compromised. While this has improved debris, waste management and sanitation remains a critical concern in the country.
In response to the impact of the recent hazard events, UNDP is implementing a project to restore economic activity in the British Virgin Islands through emergency employment in debris and waste management. Initial assessments provided by the UNDAC teams as well as CDEMA situation reports, inclusive of needs list have been utilized in development of the project.
UNDP Role
The early recovery coordination team will focus on development of a recovery plan as well as the establishment of an emergency employment programme for those most vulnerable, including female heads of households, in the British Virgin Islands. Approximately 14, 000 persons =18 years will be targeted directly and indirectly by this project which should will be implemented over a 3-month period.
Specifically, UNDP will provide support to livelihoods through a collaboration with the government to provide emergency employment for at least 40 persons, largely in debris sorting and removal. Other areas of livelihoods support are also under consideration.
This project will assist the communities and government of the British Virgin Islands in cleaning up the debris, bricks, cement, rubble and vegetation from the destroyed cities, market places, homes and streets to pave the way to rebuilding these areas. It will include:
· Training on the appropriate use of equipment and provision of personal protective equipment (PPE) to facilitate safe handling of waste
· Engaging the displaced populations in a cash for work programme where they receive a temporary source of income for clearing and sorting the debris, targeting the most vulnerable.
· Identify markets for reusable and recyclable material e.g. metal, timber, trees, including in the reconstruction.

Engaging the displaced populations in a cash for work programme where they receive a temporary source of income for clearing and sorting the debris, targeting the most vulnerable.
Identify markets for reusable and recyclable material e.g. metal, timber, trees, including in the reconstruction.
Project specific objectives are:
1) Removing debris from collapsed houses.
2) Safe demolition of dangerous structures.
3) Clearance of living surfaces for establishment of new housing solutions.
4) Recuperation of lost assets and documentation.
5) Restoration of livelihoods in preparation for the planting season.
The focus will be on a number of interventions including demolishing, removal of debris/rubble and simultaneously transporting, crushing, sorting and treating the waste generated in an environmentally friendly way. Other planned cash for work (CFW) activities encompass cleaning streets, clearing roads, rehabilitation of basic public infrastructure (light construction repairs only) such as markets, access to water and sanitation, protection of water sources, etc.
The programme will build on UNDP-s experience and successes in debris management and labor-intensive cash for work interventions from other countries.
Having no permanent country presence in the British Virgin Islands, UNDP is supporting the response through the Barbados and the OECS Multi Country Office (MCO), which is also strengthening its capacity in order to provide programmatic and operational support to the recovery efforts.
Duties and Responsibilities
The Individual Consultant is expected to carry out tasks as necessary to facilitate the implementation, monitoring and reporting of recovery activities. The Consultant will work under the supervision of the Recovery Advisor. His/her specific responsibilities include:
EXPECTED OUTPUTS AND DELIVERABLES (PRODUCTS)
Development of implementation schedule with the Government of the British Virgin Islands, risk analysis and proposed mitigation measures.
Bi-weekly monitoring reports on the implementation of the Cash for Work and other UNDP initiatives with a detailed analysis of the shortfalls and recommendations for improvement. This will include progress against the planned implementation schedule, monitoring of all relevant indicators as outlined in the propsal documents, and update of the risk log.
A comprehensive final report on lessons learned and best practices of the Cash for Work Programme and other UNDP initiatives that will contribute to formulate recommendations to enhance the resilience and effectiveness of the government in an emergency situation.
Competencies
· Good organizational skills, proven experience in coordinating with national stakeholders and expert teams, organizing multi-stakeholder consultation processes, gathering documentation of results
· Good analytical and organizational skills of baseline documentation gathering, organization and communication to support experts
· Good understating of national policy and institutional structures, and ability to advice on institutional capacities and relations
· Fully proficient in the following software applications: Word, Excel, PowerPoint.
· Excellent verbal and writing communication skills in English.
