the Greater Avignon Urban Community wishes to study the extension of the common PC towards a "Service Center" which will notably be able to accommodate a common traffic PC (Grand Avignon/City of Avignon/Orizo/etc.), security with the police municipal, a hypervisor for centralizing data (traffic, air quality, energy, water table level, smart-city, etc.), an information distributor (customers/users, dynamic panels, flood or pollution alerts, etc.) and a management system crisis (PiCS) in order to best ensure the continuity of services provided to citizens. To this end, it entrusted SPL TECELYS with a Project Management Assistance mission for the implementation of a common PCC.   In this context the SPL TECELYS wishes to enlist the services of experts in order to support and advise it in carrying out its mission. To this end, this programmatic study is organized around five stages with the submission of a program at the end of the 4th stage. A fifth stage (Governance Proposal) will take place during the first half of 2027.
