The framework is expected to enable the identification of appropriate measures, estimation of impacts, and tracking of progress, while ensuring data quality, transparency, cost-effectiveness, and timely delivery of results. The scope of services will include, inter alia, the development of standardized modelling approaches using EDGE, establishment of data management and governance frameworks, and support for program-level performance tracking and reporting. The assignment is also expected to include the development of data visualization tools (e.g., dashboards) and mechanisms to support monitoring and verification. In addition, the Consultant will develop training materials and deliver capacity-building activities to ensure effective knowledge transfer and sustained implementation by local counterparts.
