Tenders are invited for Professional Photographers for a Roster for PNG UNICEF office (Port Moresby based consultants).

UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Below are the Purpose, Key Tasks and Deliverables expected throughout this consultancy assignment;

Purpose:

There is an ongoing requirement for production of communication, advocacy and visibility materials that documents key children's' issues and ongoing responses in the field through high quality content packages, to support UNICEF and the Government of PNG communication, advocacy and visibility efforts with legislatures, policy makers, media, donors, partners and the public at large.

These high-quality content packages include design packages, advocacy toolkits, photo packages, human interest stories, animation films and short films that document UNICEF related initiatives. These high-quality content packages will be disseminated through different channels including website, social media networks, partner networks and donor reports.

UNICEF would like to engage the services of photographers who will be available at 1-2 day notice to undertake field visits for documenting UNICEF activities and programmes.

The overall objective to set up a roster of consultants to facilitate and expedite the process by which UNICEF in PNG will hire the services of photographers for photographing field activities, events and workshops across the country.

Key Specific Tasks

Working under the guidance of Communication for Development Specialist and/ or Communication Specialist and in close collaboration with the programme focal point, the selected photographer will photograph UNICEF programme activities and events, keeping in mind culture, gender and other diverse sensitivities as per UNICEF guidelines. The photographs should be usable for diverse audiences and have universal appeal. Tasks will include:

1. Attending briefings on specific projects and issues to be covered based on the office priorities.

2. Demonstrating a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds.

3. Ensuring effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made.

4. Ensuring dignity of subjects, particularly in the context of people living or affected by HIV and children

5. Writing succinct, edited and well written captions for all high-quality images.

6. Ensuring that captions are embedded in the images and shared separately as a word document as well;

7. Ensuring consent forms are signed by children and / or guardians as per UNICEF guidelines.

End Products

§ For each shoot day, provide edited photos in large JPEG format as per the minimum specified per shoot

§ Images need to be with embedded with captions entered in IPTC code format.

§ Captions also need to be submitted in a Word document.

§ Final HD with all images shot during the assignment to be provided to UNICEF.

§ Consent forms signed by subjects, and guardians in the case of children as per UNICEF guidelines.

§ Photos required urgently can be shared electronically with UNICEF. All photos taken during a shoot should be delivered to UNICEF within one week of the shoot ending.

Copyright conditions

UNICEF retains copyright over all images shot during the course of an assignment. Copyright will appear as name of photographer/UNICEF PNG.

This list may not be exhaustive and UNICEF reserves the right to include additional deliverables and requirements.

Estimated duration of consultancy

This roster arrangement is expected to have a duration of 2 years with an option for renewal for a subsequent year subject to satisfactory performance evaluation and continuing need for the service and competitive offers/bids received from interested consultants.

Payment

Rates to be established based on individual tasks/ assignments case by case. Payment will be made upon satisfactory delivery of the final product as approved by the supervisor.

Evaluation method and criteria

The selection will be based on technical evaluation that will account for 100 percent score. The criteria for technical evaluation will be as follows:

1. Cover Letter explaining the motivation for applying and explaining how the qualifications and skill-set of the candidate are suitable for this position (4 Min Marks/ 5 Max Marks)

2. Relevant educational qualifications of the candidate (8 Min/ 10 Max Marks)

3. Relevant work experience (8 Min/10Max Marks)

4. Work Samples (25 Min/ 30 Max Marks)

5. At least 2 references from former clients (8min/ 10 Max Marks)

6. Observed practical demonstration of ability (10min/ 12 Max Marks)

Qualifications:

Degree in communications, arts, media or any relevant field is an asset and/or certificates in photography is an asset. In lieu of a degree, candidates must have proven experience of 5 years as a professional photographer.

Experience:

Minimum three years of professional experience in photography, and contributing regularly to leading news agencies, bilateral and multilateral agencies, NGOs etc.

Language:

§ An excellent command of the English language both written and oral

§ Fluency in written and spoken Tok Pisin is an advantage.

Policy/Administrative issues;

Conditions

§ The consultant will be responsible to bring all necessary laptop and computer accessories.

§ Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.

§ The consultant will be responsible for own travel insurance.

§ Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

§ No contract may commence unless the contract is signed by both UNICEF and the consultant.

§ Consultant will be required to sign the Health statement for consultants/ individual contractor prior to taking up the assignment, and to document that she/ he has appropriate health insurance.

§ The Form 'Designation, change or revocation of beneficiary must be completed by the consultant upon arrival, at the HR Section.

§ As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

§ The candidate selected will be governed by and subject to UNICEF General Terms and Conditions for individual contracts.

PENALTY CLAUSE;

UNICEF reserves the right to withhold up to 25% of the agreed upon fees for each deliverable in the case that the deliverables are not submitted on schedule or do not meet the required standard. Copyright and ownership of all documents produced will remain with UNICEF.

For remote based, the consultant will be available by email, telephone and skype to facilitate inputs to and production of the report.

TRAVEL;

The consultant may be required to travel to remote, hard-to-reach areas to get relevant pictures.
