The Office of the Prime Minister (OPM), acting on behalf of the Government of Jamaica (hereinafter called “Borrower”), has received financing (hereinafter called “funds”) in the amount equivalent to US$68, 000, 000.00 from the Inter-American Development Bank (hereinafter called “the Bank”) towards the cost of the implementation of 4437/OC-JA - National Identification System (NIDS) Project. The Borrower intends to apply a portion of the funds to eligible payments under the contract for the upgrade/improvement of the Government-s Information and Communications Technology Infrastructure. Payments by the Bank will be subject in all respects to the terms and conditions of the Loan Contract. Payments will be made only at the request of the Borrower and upon approval by the Bank in accordance with the terms and conditions of the financing contract between the Borrower and the Bank. No party other than the Borrower shall derive any rights from the Loan Contract or have any claim to the funds.

The OPM now invites bids from eligible bidders for Procurement of Works - Modification of Spaces - Production Centre and Central Sorting Office. Bidding will be conducted through National Competitive Bidding procedures as specified in the Inter-American Development Bank-s Policies for Procurement of Works and Goods financed by the Inter-American Development Bank (GN-2349-9), and is open to all eligible bidders as defined in the policies.

ELIGIBILITY

The successful Bidder, at the time of bid submission, must possess a valid Tax Compliance Letter (TCL) and be registered with the Public Procurement Commission, formerly the National Contracts Commission (NCC) in the Building Construction category Grade 1 minimum.

SITE VISIT

A Bidders Conference shall be held via the Zoom platform on Tuesday, July 28, 2020 at 10:00 a.m.

A mandatory site visit is scheduled for Wednesday, July 29, 2020, between 10:00 am and 12:00 p.m. at the Jamaica Post, 6 - 10 South Camp Road, Kingston.

Bids are to be submitted electronically via the GOJ-s e-GP Procurement system at https://www.gojep.gov.jm by 15:00 p.m. local time on Monday, August 24, 2020.

Tender opening will be done electronically on the same day at 15:15:00 p.m. An online bid opening report will be sent to all Bidders that submitted a proposal. A bid security will not be required.

The OPM reserves the right to terminate the procurement process and reject all submissions at any time prior to the award of contract, without thereby incurring any liability to any of the bidders.
