Procurement of Various Drugs and Medicines for the Use of Davao Oriental Provincial Medical Center (DOPMC)

SOURCE OF FUND: Appropriation and Obligation by Object of Expenditure for DOPMC (4421-5-02-03-070)



1. The Provincial Government of Davao Oriental through the Bids and Awards Committee (BAC) intends to apply the sum of ONE MILLION THREE HUNDRED SIxTY ONE THOUSAND SIx HUNDRED SEVENTY ONE PESOS AND TWELVE CENTAVOS (Php 1, 361, 671.12) being the Approved Budget For Contract (ABC) to payments under the contract for the Procurement of Various Drugs and Medicines for the Use of Davao Oriental Provincial Medical Center (DOPMC). Bids received in excess of the ABC shall be automatically rejected at Bid opening.



2. The Provincial Government of Davao Oriental now invites bids for the Procurement of Various Drugs and Medicines for the Use of Davao Oriental Provincial Medical Center (DOPMC). Delivery of the goods is required within 45 days for partial delivery equivalent to 3 months supply requirements of the hospital and within 30 days for the succeeding month thereafter until complete delivery has been made not later than October 2018. Bidders should have completed, within 2 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II- Instruction to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184), otherwise known as the -œGovernment Procurement Reform Act-.



4. Interested Bidders may obtain further information from BAC Secretariat and inspect the bidding documents at the address given below during office hours.



5. A complete set of Bidding Documents may be purchased by interested bidders on July 25 to August 15, 2018 from the address below and upon payment of a non refundable fee for the Bidding Documents in the amount of FIVE THOUSAND PESOS (Php5, 000.00).



6. The Provincial Government of Davao Oriental thru its BAC will hold a Pre-Bid Conference on August 1, 2018 - 2:00 PM at the Bids and Awards Committee (BAC) Conference Room, Provincial Capitol Mansion, Capitol Hill, City of Mati, Davao Oriental.



7. Bids must be delivered to the address below on or before August 15, 2018 - 2:00 PM. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Form of Bid Security - Cash or cashier-s/manager-s check issued by a Universal or Commercial Bank (2% of ABC)

Minimum Amount - Php 27, 233.42



Form of Bid Security - Bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank. Provided, however, that it shall be confirmed or authenticated by a Universal or Commercial Bank, if issued by a foreign bank ( 2% of ABC)

Minimum Amount - Php 27, 233.42



Form of Bid Security - Surety Bond callable upon demand issued by a surety of insurance company duly certified by the Insurance Commission as authorized to issue such security (5% of ABC)

Minimum Amount - Php 68, 083.55

8. Bid opening shall be on August 15, 2018 - 2:00 PM at the BAC Conference Room, Provincial Capitol Mansion, Capitol Hill, City of Mati. Bids will be opened in the presence of the Bidders or their representatives who choose to attend. Late bids shall not be accepted.



9. The Provincial Government of Davao Oriental reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
