It is a procurement act (Act on public procurement and right-of-use agreements 1397/2016) procurement exceeding the EU threshold. In the Kainuu welfare area, there is a need to acquire a centralized and digital substitute management system, the aim of which is to improve the recruitment, management and transfer of work shifts throughout throughout the welfare area. The procurement aims to unify operating models, improve the allocation of resources and increase operational transparency and cost efficiency. The goal of the system is to streamline the management of substitutes by reducing them manual work and by speeding up the fulfillment of both acute and anticipated substitute needs. At the same time, we want to improve the user experience: for substitutes, this is reflected in more equal opportunities to book shifts, and for supervisors, the arrangement of gig shifts as a relief and a time saver. The object of procurement is a browser-based or mobile-based surrogate management system complex, which is used throughout the Kainuu welfare area. The system must enable the management of substitute needs, the publication of work shifts, booking and monitoring in different service areas and units.
