INVITATION TO BID FOR PROCUREMENT OF SOLAR STREET LIGHT WITH POLE



1. The Barangay of Cares, Pugo La Union through 20% Development Fund apply the sum Two Hundred Thousand Pesos (Php 200, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for PROCUREMENT OF SOLAR STREET LIGHT WITH POLE/GOODS-11-01. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Barangay of Cares, Pugo, La Union now invites bids for PROCUREMENT OF SOLAR STREET LIGHT WITH POLE Delivery of the Goods is required Thirty (30) days. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Moreover, bidders should be a PhilGEPS REGISTERED SUPPLIER with PLATINUM membership, in consonance with the 2016 IRR of RA 9184. Additionally, the potential merchant shall possess the following: (a) DTI-Import Commodity Clearance Certificate (ICC-BPS) Bureau of Product Standard (for imported products), (b) ISO Certification, RoHS, CE, and (c) Manufacturer-s Distributorship Certificate.



3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



(i) Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.



4. Interested bidders may obtain further information from Barangay Cares, Pugo, La union and inspect the Bidding Documents at the address given below during 8:00 AM to 5:00 PM, Monday to Friday.



5. Interested bidders are enjoined to apply for eligibility and to bid from November 8 - 16, 2018, 8:00 AM - 5:00 PM at the BAC Secretariat or though logging in to the Associated Component of said bid offering posted in the PhilGEPS website, using the bidder-s PhilGEPS account. A complete set of Bidding Documents may be acquired by interested Bidders on November 12, 2018, 8:00 AM to 5:00 PM from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest



3 A brief description of the type(s) of Goods should be provided, including quantities, location of project, and other information necessary to enable potential bidders to decide whether or not to respond to the invitation.



Guidelines issued by the GPPB, in the amount of Five Hundred Pesos (Php 500.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.





6. Bids must be duly received by the BAC Secretariat at the address below on or before November 16, 2018 at 1:00 PM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.1.



Bid opening shall be on November 16, 2018, 2:00 PM at Barangay Hall. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



7. The Barangay of Cares, Pugo, La Union reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
