Procurement of Software Development of General Administration & Financial Management Systems (GAFMS)
1. The Commission on Human Rights (CHR), through the approved Funds of the Government of the Philippines intends to apply the sum of Four Million Pesos (PhP 4, 000, 000.00) inclusive of all applicable government taxes being the Approved Budget for the Contract (ABC) to payments under the contract for software development of General Administration and Financial Management System (GAFMS). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposal.
CHR now calls for the submission of eligibility documents for GAFMS. The bid involves the ground-up (bespoke) or customized software package development of GAFMS that will fulfill the requirements and specifications of CHR with respect to the following:
(a) General Administration Management System with the following modules:
i. Cashiering and Disbursement
ii. Assets Management
iii. Budget Utilization Rating
iv. E-Procurement
v. Data Analytics & Report Generation Module
vi. System Administration Module
(b) Human Resources Management System with following modules:
i. Hiring Recruiting with applicant tracking submodule
ii. HR Management
iii. Employee Self-service
iv. Training & Personnel Development
v. Time and Attendance
vi. Payroll Processing
vii. Legal Internal Affairs Administration
viii. Grievance Handling
ix. CSC Compliance
x. Performance Appraisal
xi. Data analytics
xii. Systems Administration
The features of GAFMS include the use of a) Web technologies; (b) highly secured system that is accessible only to authorized CHR personnel to ensure confidentiality, integrity and availability; (c) availability on a 24x7 real-time basis anytime, anywhere; (d) employs open and non-proprietary standards; (e) reasonably fast data processing and short response times for transactions through the maximization of hardware and software systems capacity & performance; (f) user-friendly screen designs that closely adheres to existing MAREIS designs and further innovated if warranted. Estimated number of users is more or less 1, 000 simultaneous users. Deployment of GAFMS shall be cloud-based.
Interested bidders, after signifying their intention to participate, must submit their eligibility documents on or before June 30, 2017, 12:00 noon at the Bids and Awards Committee Secretariat, Procurement Division, GAO, 3rd Floor, Room 308 - 309, SAAC Bldg., Commonwealth Avenue, U.P. Diliman Complex, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion. The sale of bidding documents shall be Five Thousand Pesos (PhP 5, 000.00).
2. The bidding Consultant must have the following minimum qualifications (-œConsultant- is defined here as a legal entity, i.e. single proprietorship, partnership, corporation or cooperative, that possesses an expertise or engages in the business of software development):
a. The Consultant should be in the business of software development for at least five (5) years with at least two (2) completed and accepted software development projects that are the same or similar in nature with GAFMS.
b. The Consultant must be registered with the Philippine Government Electronic Procurement System (PhilGEPS) with Platinum membership.
c. The Consultant must have at least sixteen (16) technical personnel who shall work fulltime for the software development project. (Breakdown of personnel is found in the Terms of Reference (TOR) to be provided later to interested bidders.)
d. The Consultant should utilize software technologies that are open & non-proprietary, portable, hardware / operating system / database agnostic
3. The Consultant can form joint venture with other companies for this project; provided that Filipino ownership or interest thereof shall be at least sixty percent (60%). For this purpose, Filipino ownership or interest shall be based on the contributions of each of the members of the joint venture as specified in their JVA.
4. The BAC shall draw up the short list of bidders from those who have submitted eligibility and have been determined as eligible in accordance with the provisions of Republic Act 9184. Otherwise known as the -œGovernment Procurement Reform Act- and its 2016 revised Implementing Rules and Regulations (IRR). The shortlist shall consist of three (3) prospective bidders who will be entitled to submit bids.
5. Those Consultants shall be determined as eligible in accordance with the provisions of R.A. 9184. The short listed Consultants shall be based on the following criteria:
a. Company capability
b. Projects implemented
c. Project Staffing
6. Bidding is restricted to Filipino citizens who are proprietors, partners with no foreign contribution, or corporations/organizations with at least 60% interest or outstanding capital stock belonging to the citizens of the Philippines.
7. Bidding will be conducted through an open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the Revised IRR of RA 9184.
8. CHR shall evaluate bids using Quality-Cost Based Evaluation (QCBE). The criteria and rating system for the evaluation of bids shall be provided in the instructions to bidders.
9. The contract shall be completed within 1 year from the receipt by the winning bidder of the -œNotice to Proceed- but not later than December 31, 2018.
10. CHR reserves the right to accept or reject any and all bids, annul the bidding process, selection process and reject all Expression of Interest, or not to award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidders.
11. Familiarity with Government Rules and Regulations related to Asset Management, Accounting and Auditing, Personnel policies and procedures is required.
