NATIONAL MUSEUM

INVITATION TO BID



1. The NATIONAL MUSEUM, through the General Appropriations Act of 2018 intends to apply the sum of ONE MILLION TWO HUNDRED THOUSAND PESOS (PhP 1, 200, 000.00), being the Approved Budget for the Contract (ABC). Bids received in excess of the ABC shall be automatically rejected during the bid opening.



2. The NATIONAL MUSEUM, through its Bids and Awards Committee, now invites bids for the PROCUREMENT OF ONE (1) UNIT OF SOLAR TELESCOPE AND MOUNT WITH TRIPOD. Delivery of the Goods after payment has been made for the above mentioned items. Bidders should have completed, within five (5) years before the date of submission of bids, a contract similar to the Project equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, ITB of the Bidding Documents.

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Implementing Rules and Regulations (IRR) of Republic Act No. 9184, otherwise known as the -œGovernment Procurement Reform Act.- Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.



5. Interested Bidders may purchase the complete set of Bidding Documents from the BAC Secretariat from 8:30 A.M. - 5:00 P.M at 3/F BAC Room, National Museum of Fine Arts Building, National Museum, Padre Burgos Street, Manila upon payment of a non-refundable fee of Five Thousand Pesos (PhP 5, 000.00).



Interested bidders may inspect the Bidding Documents and obtain further information from the BAC Secretariat at the address given below. It can also be downloaded free of charge from the PhilGEPS and National Museum website, (nationalmuseum.gov.ph) However, they cannot participate in the Bidding until the non-refundable fee for the Bidding Documents is paid not later than the submission of their bids, (based on Section 17.5 of the IRR of RA 9184).



6. A Pre-Bidding Conference will be held on June 5, 2018, 10:30 A.M. at the G/F Education Room, National Museum of Natural History Building (formerly Department of Tourism Building), Rizal Park, Manila, which shall be open to prospective bidders.



7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. The Submission and Opening of Bid Proposals will be held on June 19, 2018, 10:30 A.M. at the G/F Education Room, National Museum of Natural History Building (formerly Department of Tourism Building), Rizal Park, Manila, in the presence of the Bidders- duly authorized representatives and observers who will sit during the proceedings. Late bids shall not be accepted.



8. Suppliers requiring additional information, verifications or clarifications may forward their queries to the BAC Head Secretariat Mr. Edwin J. Dela Rosa (02) 527-6615, or Mr. Angel P. Bautista (02) 527-0241 for queries regarding technical specifications of the units.



9. The NATIONAL MUSEUM reserves the right to accept or reject any bids, to annul the bidding process and to reject all bids at any time prior to contract award in accordance with Section 41 of R.A. 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. The NATIONAL MUSEUM assumes no obligation whatsoever to compensate or indemnify the bidders for any expenses or loss that may be incurred in connection with the preparation of their Bids.
