SECTION 1: INVITATION TO BID
1. The Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), through the General Appropriation Act intends to apply the sum of Php 879, 400.00 being the Approved Budget for the Contract (ABC) to payments under the contract for the procurement of supplies, materials and services/labor for the installation of door access control. Bids received in excess of the ABC shall be automatically rejected at Bid opening.
2. The Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) now invites sealed Bids from eligible Bidders for the procurement of supplies, materials and services or labor for the installation of door access control such as : Finger reader and controller (9 pcs), Secure IO (4 pcs), Power Supply and back up battery set (7 pcs), Magnetic Door Sensor (13 pcs.), Emergency break glass switch (5 pcs.), Contactless exit button (1pc.), Drop bolt lock (13 pcs.) U-bracket for drop bolt catcher (13 pcs), Gigabit switch 16 port (1 pc.), UPS 650VA (1pc.), Software security for biometrics (9 pcs.), Wiring materials (1 lot) and labor or services for the delivery, installation/set up, configuration, maintenance and basic trouble shooting, provision of technical drawings and diagrams, provision of CD installer and training materials (1 lot). Delivery of the GOODS is required by forty- five working days (45WD) or earlier upon receipt of notice of award/ Purchase Order. The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the -A"Government Procurement Reform Act, -A
