Description : INSTRUCTIONS TO BIDDERS (RA 12009 Compliant)
1. This procurement is conducted under Negotiated Procurement - Small Value Procurement in accordance with RA 12009, Section 53.
2. Quotation shall be inclusive of all applicable taxes, duties, and charges.
3. Quotations exceeding the Approved Budget for the Contract (ABC) shall be automatically disqualified.
4. Submit duly signed RFQ form together with the required documents within the deadline. Late submissions will not be accepted.
5. Award will be made to the Lowest Calculated and Responsive Quotation (LCRQ), subject to post-qualification.
6. No bid security is required.
7. The procuring entity reserves the right to reject any or all quotations, declare procurement failure, or not award the contract, in accordance with RA 12009.
8. Any false or misleading information in the quotation or documents may result in disqualification or blacklisting under RA 12009 provisions.
