Description : A. Introduction:
This Terms of Reference (TOR) outlines the technical, legal, and administrative requirements for the procurement of genuine HP toners and ink cartridges through a Framework Agreement arrangement pursuant to Republic Act No. 12009 (New Government Procurement Act) and its Implementing Rules and Regulations (IRR). The procurement aims to ensure the timely and continuous availability of genuine printer consumables necessary for the uninterrupted operations of the Intellectual Property Office of the Philippines (IPOPHL). The Framework Agreement modality is adopted to provide an efficient and flexible procurement mechanism that will allow IPOPHL to procure goods based on actual operational requirements through the issuance of Call-Off Orders during the contract period. The Framework Agreement shall not constitute a commitment by IPOPHL to purchase a fixed quantity of goods, but shall serve as the governing arrangement for future procurements under the terms and conditions set forth herein.
