The CGI is intended to assess governance beyond basic compliance by examining the extent to which appropriate governance arrangements are established, operating effectively, and sufficiently mature to support accountability, stewardship, organisational performance and continuous improvement. The purpose of the consultancy is to provide independent governance expertise to: • Review, validate and refine the draft Corporate Governance Index Framework and methodology to ensure technical robustness, practicality, internal coherence and alignment with recognised good governance practices applicable to public bodies specifically a financial sector regulator, as the Commission is. • Develop a comprehensive Excel-based CGI Assessment Workbook that operationalises the approved methodology, including scoring, weighting, materiality assessments, overrides, caps, quality controls, action tracking and reporting. • Conduct a baseline governance assessment of the Commission using the finalised CGI framework and workbook, identifying governance strengths, gaps, priority risks and improvement actions.
