In accordance with your request, following is our quotation for your requirement:
I. TECHNICAL SPECIFICATIONS
LOT 2 - RETROFITTING OF EXISTING STRUCTURE, CONSTRUCTION OF STEEL STRUCTURAL SUPPORT, G.I. ROOF WITH CLADDING AND GLASS WALL ENCLOSURE FOR OUTDOOR ESCALATORS
One (1) Lot GENERAL SPECIFICATIONS
Construction of Two-Level Steel-Frame Structure Building for Outdoor Escalator Support with Fit-out Works approx. @ 4.50 meter width x 16.40 meter length x 9.50 meter height with Fit-out Works (winning bidder shall verify the actual measurements upon receive of NOA).
GENERAL DESCRIPTION
It is the declared and acknowledged intention and meaning to secure all permits, clearances, licenses and approvals, and provide all materials and perform all necessary works for the RETROFITTING OF EXISTING STRUCTURE AND CONSTRUCTION OF CONCRETE/STEEL SUPPORT, G.I. ROOF PARAPET CLADDING AND GLASS WALL ENCLOSURE at CF-Tagaytay.
The Scope of Work includes Soil Analysis of the site, in preparation for the construction of the proposed Two-Level Steel Structure Building for Outdoor Escalator Support with Fit-out Works. The soil must sustain/meet the required load strength and must be compacted soil in place. Contractor must reinforce and establish necessary structural strength adjustments to attain the required structural soundness of the site, existing structure and the proposed structure. Removal, clearing and retrofitting of the affected existing reinforce concrete girder at the site. Contractor is responsible for the execution/ implementation of their structural design of the Two-Level Steel Structure Building for Outdoor Escalator Support with Fit-out Works as per approved perspective view design by the end-user, actual measurements must be followed in site. High-grade tensile strength steel I-beams and other construction materials must be installed, fabricated and constructed in place. Design and Construction must be in accordance with building code of practice. Existing ground level at the site must be considered as reference for the landing of the escalator. The landing of the escalator must coincide/ be levelled with the existing ground and second floor levels for smooth pacing. The walls of the structure must be composed of six (6) inch thick reinforced concrete hollow block (CHB) smooth plastered finish on both face, paint finished (color must be similar to the existing structure) for the unexposed part of the escalator and at least 12mm thick tempered clear glass walls for the entire flight of the escalator from ground to second floor (see approved conceptual design/ perspective view of the end-user for details). Roof of the structure must be pre-painted Ga. 24 rib-type galvanized iron long span, with roof drain and parapet wall cladding. Structure must be free from storm leakage and must have appropriate drain flow away from the premises. Interior ceiling of the structure must have at least 5mm thick double-sided aluminum single bubble roof insulation, 12mm thick moisture resistant gypsum board, painted finish. Walkways of the structure must have 12mm thick 600mm x 600mm granite tile floor finished (color must be similar to the existing). The second floor wall opening must be 3.0 meters width x 3.50 meters height, must be smooth plastered finished and touch-up painted.
Additional Work: Contractor must also fix and/or divert existing fire hydrant pipes in the site, relocation of Fire Sprinkler pipe main line including branch line pipe and pendants, as preparation for the clearance of the Return Station of the escalator. Demolition of existing slab and wall. Dismantling of affected existing tempered clear glass panel at the main lobby area (as per plan)
Contractor must also secure necessary permits and licenses needed for the construction project. Contractor must submit the as-built plan upon completion, turnover and acceptance of the project.
LOCATION
CF-Tagaytay representative shall identify the actual location for the Retrofitting of existing structure and construction of concrete/steel support, G.I. roof parapet cladding and glass wall enclosure at CF-Tagaytay.
STANDARDS, CODES AND REGULATIONS
The design of the works shall be governed by all applicable latest edition of local codes, regulations, standards and requirements issued by all local statutory authorities and agencies.
GENERAL REQUIREMENTS
A. MATERIALS REQUIREMENTS
This section relates to the properties of materials that are relevant to the design process.
All materials shall conform to the applicable specifications and codes of the Philippines.
1. Reinforced Concrete
a.) Concrete
Unless otherwise indicated in plans or in the specifications, the minimum 28-day cylinder compressive strength of concrete shall be as follows:
Ground slab on fill fc-=21 N/mm2
Foundation, foundation on beams, bored piles fc-=30 N/mm2
Columns, beams, girders, shear walls and suspended slabs fc-=30 N/mm2
Prestressed Concrete Piles fc-=40 N/mm2
b.) Reinforcing Steel

The steel bars (re-bars) for concrete reinforcement shall be in accordance with PNS or ASTM standards, and in addition:
i. Bars of diameter 16mm or greater shall conform to ASTM 615, Grade 60
ii. Bars of diameter 16mm or lesser shall conform to ASTM 415, Grade 40
iii. Welded connected bars shall conform to ASTM A706 or PNS 49
iv. The maximum yield stress of Grade 415 bars shall not exceed 1.25 times the nominal yield stress. The ration of ultimate tensile stress to yield stress shall not be less than 1.25 times, unless otherwise stated on the plan.
c.) Minimum concrete protective cover for reinforcement in cast-in-place structures shall be as follows:
i. Concrete placed against earth 75 mm
ii. Formed surfaces exposed to weather or earth 50 mm
Iii. Surfaces not exposed to weather or in contact with earth; except slabs, walls and joints 40 mm
iv. As (c) for slabs, walls and joints 20 mm
2. Structural Steelwork
a.) All structural steelwork shall be to ASTM A572 Grade 50, S355JO, STKR490 or approved equivalent, unless otherwise noted in the drawings.
b.) Structural sections and shapes should conform to ASTM A6, EN 100025, or JIS equivalents and structural hollow sections should conform to ASTM A500, EN10219, or JIS G 3466, unless otherwise noted in the drawings.
Girder ASTM A242 fy = 344.737 MPa
Other Structural Steel Members ASTM A36 fy = 248.211 MPa
c.) All steel sections on the drawings are identified as metric shapes.
d.) Connection details shown are indicative only.
e.) The Contractor shall design the connections for reactions and forces derived from conventional and three dimensional analysis reporting with indication on member / joint data sheets.
f.) Bolts, Nuts and washers to be high strength and must conform with ASTM A325M.
g.) Aluminum Wall panel must be 3mm thick cladding parapet wall exterior using aluminum frame 1.5mm thick square tube mill finish.
h.) Welding shall conform to AWS. D1.5 Minimum weld size to be 5mm fillet weld length.
i.) Fabrication and erection of structural steelworks shall be in accordance with the AISC Code of Practice.
j.) The corrosion protection system shall be designed in accordance with the best current international practice.
3. Civil / Architectural and Fit-Out Works
a.) All Masonry Works must conform to PNS 16 - Philippine National Standard for Concrete Hollow Blocks Concrete Hollow Block (CHB) 6- 500 psi, (smooth plastered finish on both face), paint finished
b.) Floor Finishes must be 12mm thick, 600mm x 600mm granite tile finish to match the upper and lower existing landings.
c.) Ceiling Works must be 12mm thick moisture resistant gypsum board, paint finished, on metal furring support. The color must match the existing color of the ceiling of the adjacent lobby.
d.) The Roofing and tinsmith must be pre-painted long span rib-type galvanized iron gauge 24 with chicken wire mesh, at least 5mm thick double-sided aluminum single bubble roof insulation.
e.) Glasswork must be at least 12mm thick tempered clear glass wall panel, must conform to ASTM C1048 - Standard Specification for Heat-Strengthened and Fully Tempered Flat Glass.
f.) Waterproofing for escalator pit must be applied in accordance with the best current international practice.
g.) Painting works must be similar to the existing color of the structure
B. ADDITIONAL WORKS REQUIREMENTS
1. Relocation of Fire Sprinkler pipe main line including branch line pipe and pendants
2. Demolition of affected existing slab and wall
3. Dismantling of existing tempered clear glass panel along main lobby area (as per plan)
***(Note: Dismantled glass panel should carefully handled and stored at the storage area of CF-Tagaytay. Contractor will be held liable if any intentional or unintentional damage to property is committed during the project.
C. SPECIAL DESIGN CONSIDERATION REQUIREMENTS
1. Protection of Adjacent Structures
a.) The design shall ensure that the existing structures and utilities are protected against structural damage due to the construction works.
b.) The Contractor shall establish limiting movement (horizontal and vertical) and distortion on each building, structure and utility within the influence zone of the work.
D. PERMITS AND LICENSES REQUIREMENTS
Winning bidder must secure/facilitate all necessary permits and licenses for the retrofitting and construction project, such as:
-c Building Permit
-c Electrical Permit
-c Mechanical Permit
-c Installation Permit & Etc.
E. INSURANCE REQUIREMENTS
a. The Contractor shall procure and maintain during the entire period of performance under the contract comprehensive accident insurance coverage for workmen, vehicle and other that are required by Philippine Law.
b. Prior to commencement of work, the Contractor shall furnish to PAGCOR certificates or written statement of the above-required insurance.
F. STRUCTURAL REQUIREMENTS
1. Loads shall be indicated on the shop drawings and shall be provided by the winning supplier/contractor to the engineer. These reaction loads shall include the dead weights of the escalators machinery, structure and truss cladding.
2. Special design loads shall be computed by winning supplier/contractor for heavy-duty, transit system type escalators.
3. Escalator intermediate support points shall be provided by winning supplier/contractor where required and shall be coordinated with existing structural bearing locations for intermediate supports. Details and calculations shall be submitted by winning supplier/contractor for coordination and record by the End-user & building owner Engineers.
BIDDER-S REQUIREMENTS
1. Upon submission of Quotation, the bidder shall submit statement identifying the bidder-s single largest completed similar to the project, equivalent to at least 50% of the ABC of Lot 2.
Similar contract shall refer to Two-Storey building project.
The statement shall contain the following:
a. name of the contract;
b. date of the contract;
c. contract duration;
d. owner-s name and address;
e. kinds of goods;
f. date of delivery; and
g. end user-s acceptance or official receipt(s) or sales invoice issued for the contract, if completed, which shall be attached to the statements
2. The winning bidder shall provide a copy of Proposed Civil/Architectural Plan in 1-set in 20- x 30- tracing paper or blue print signed and sealed by Civil Engineer/Achitect to CF-Tagaytay, and Editable Autocad file (in CD or thumb drive) within thirty (30) calendar days upon issuance of Notice of Award.
3. The winning bidder shall submit the following plans/designs/documents for PAGCOR approval within thirty (30) calendar days from issuance of Notice to Proceed:
a.) Soil Analysis Report of the site, in preparation for the construction of the proposed Two-Level Steel Structure Building for Outdoor Escalator with Fit-out Works.
b.) Structural Plan in 1-set in 20- x 30- tracing paper or blue print signed and sealed by a Structural Engineer to CF-Tagaytay and Editable Autocad file (in CD or thumb drive).
SCOPE OF WORKS
1. The winning bidder must properly coordinate with the building administrator of CF-Tagaytay and the winning supplier of the two (2) units outdoor escalator for the mobilization / demobilization for the Retrofitting of existing structure, construction of steel structural support, g.i. roof with cladding and glass wall enclosure for outdoor escalator.
2. Perform and secure Soil Analysis Report of the proposed site, reinforce and establish necessary structural strength adjustments to attain the required structural soundness of the soil in site, existing structure and the proposed structure. The winning bidder may ask a third party / subcontractor to perform the Soil Testing of the site.
3. Design and execute/ implement/construct the submitted approved structural plan in site
4. Dismantling of existing tempered clear glass panel along main lobby area (as per plan).
5. Demolition of the affected existing slab (for escalator pit) and wall (second floor entrance/exit).
6. Retrofitting of existing structure, construction of steel structural support, concrete slab, g.i. roof with cladding and CHB 6- wall and glass wall enclosure for two (2) units outdoor escalator, with fit-out works.
7. Repainting/re-touch paint of the affected adjacent existing structure
8. The winning bidder shall submit the As-built plans/designs/documents for PAGCOR reference upon completion, turnover and acceptance of the project to the end-user.
a. As-built Civil / Architectural Plan in 1-set in 20- x 30- tracing paper or blue print signed and sealed by a Civil Engineer or Architect to CF-Tagaytay and Editable Autocad file (in CD or thumb drive).
b. Certificate of Structural Stability duly signed by a Structural Engineer.
9. Additional Work: Contractor must also fix and/or divert existing fire hydrant pipes in the site, relocation of Fire Sprinkler pipe main line including branch line pipe and pendants, as preparation for the clearance of the Return Station of the escalator.
10. Supply and installation of electrical cables, cable tray, breakers and other electrical requirements from existing main distribution panel to the escalator units.
REPAIR DEFECTS
Winning bidder shall honor / agree a 12-month defect repair period. If any defects in the structure/ building work emerge within 12 months from the time of Completion, Turnover and Acceptance of the end-user of the completed structure/ build date, the bidder has an obligation to fix them. End-user representative shall notify the winning bidder within (72) hours from the time the defect is detected. The Winning bidder shall respond to the defects within (72) hours from the time of notification.
The obligation also covers aesthetic issues in new structure/ building and retrofitting.
GUIDE TO TOLERANCES
In brief, the guide explains that a defect includes:
-c Anything that does not comply with the National Building Code of the Philippines and National Structural Code of the Philippines.
-c variations from consented drawings that have not been agreed
-c failure to meet specifications agreed in the contract
-c structure/ building failure earlier than anticipated
-c failure to achieve acceptable industry levels of quality or performance on items not covered by the first four bullet points (as outlined in the guide)
The bidder cannot be held liable for an event they or their subcontractors weren`t involved in, including damage:
-c that is not within human control (for example, natural disaster, Acts of God, etc.)
-c done by a person outside their control
-c resulting from a failure to undertake normal maintenance (by the building owner)
-c resulting from a failure to carry out repairs as soon as practical after the defect became apparent.
WARRANTY
Structure / building is covered by implied warranties. Winning bidder shall apply warranty:
-c for up to 15 years regardless of whether you have a written contract or what the contract terms are
-c regardless of the cost of your building project.
Implied warranties are automatic and cover almost all aspects of building work from compliance with the National Building Code and National Structural Code of the Philippines to good workmanship and timely completion of building work. A breach of these warranties is a breach of the contract.
IMPLIED WARRANTIES COVERAGE
The implied warranties are:
-c Structure /building work will be done properly, competently and according to the plans and specifications within the approved consent.
-c All the materials used will be new, suitable and as per approved plans.
-c The structure/ building work is in accordance with the Building Code and National Structural Code of the Philippines.
-c The structure/ building work will be carried out with reasonable care and skill, and completed within the time specified.
The structure/ building will be suitable for occupation at the end of the work.
REQUIRED INSURANCE
a. The Winning bidder shall procure and maintain during the entire period of performance under the contract comprehensive accident insurance coverage for workmen, vehicle and other that are required by Philippine Law.
b. Prior to commencement of work, the Winning Bidder shall furnish to PAGCOR certificates or written statement of the above-required insurance.
ADDITIONAL SCOPE OF WORKS (Electrical)
a. Winning contractor shall provide rough-in piping & electrical layout from MCB to brand new circuit breaker (intended for escalator unit).
b. Winning contractor shall install and provide electrical wiring from MCB to new circuit breaker (intended for escalator unit), Note: contractor must use appropriate standard electrical wiring that will suffice the ampere for the said escalator unit.
c. Winning contractor shall perform commissioning & testing for the said new circuit breaker and electrical wirings.
II. SCHEDULE OF REQUIREMENTS
LOT 2 Retrofitting of Existing Structure, Construction of Steel Structural Support, G.I. Roof with Cladding and Glass Wall Enclosure for Outdoor Escalators
- Within One Hundred Eighty (180) calendar days from the effectivity date specified in the Notice to Proceed.
III. OTHER REQUIREMENTS
PLACE OF DELIVERY: Casino Filipino - Tagaytay, Km 60, Aguinaldo Highway, Tagaytay City
THE INSPECTIONS AND TESTS THAT WILL BE CONDUCTED ARE:
FOR LOT 2:
a. The Winning bidder must secure the Soil Analysis Report and submit within thirty (30) calendar days from issuance of Notice to Proceed. The winning bidder may ask a third party / subcontractor to perform the Soil Testing of the site, in preparation for the construction of the proposed Two-Level Steel Structure Building for Outdoor Escalator with Fit-out Works.
WARRANTY PERIOD:
LOT 2: One (1) year after acceptance by PAGCOR of the delivered Goods.
AFTER SALES SERVICE:
FOR LOT 2:
Winning bidder shall honor / agree a 12-month defect repair period. If any defects in the structure/ building work emerge within 12 months from the time of Acceptance of the end-user of the completed structure/ build date, the bidder has an obligation to fix them. End-user representative shall notify the winning bidder within (72) hours from the time the defect is detected. The Winning bidder shall respond to the defects within (72) hours from the time of notification.
The obligation also covers aesthetic issues in new structure/ building and retrofittings.
IV. FINANCIAL QUOTATION
NOTES: Price quotation (unit and total prices) shall be rounded off up to two (2) decimal places.
VALIDITY OF OFFER: Ninety (90) calendar days from the date of the Submission, Receipt, Opening and Preliminary Examination of Best Offer/Quotation
V. ADDITIONAL REQUIREMENTS:
Upon submission of your best offer, kindly also submit the following:
1. Philippine Government Electronic Procurement System (PhilGEPS) Certificate of Registration and Membership in accordance with Section 8.5.2 of the 2016 Revised IRR of RA 9184, if the prospective bidder is registered in the PhilGEPS under Platinum Category;
Bidders shall ensure that the following eligibility documents submitted to PhilGEPS are maintained and updated:
a. Securities and Exchange Commission (SEC) for corporations, partnerships and/or joint ventures a registration certificate from the, a registration certificate from the Department of Trade and Industry (DTI) for sole proprietorship, OR registration certificate from the Cooperative Development Authority (CDA) for cooperatives;
b. Valid Mayor-s Permit issued by the city or municipality where the principal place of business of the prospective bidder is located, or the equivalent document for Exclusive Economic Zones or Areas.
c. Valid Tax Clearance Certificate per Executive Order (E.O.) No. 398, series of 2005, as finally reviewed and approved by the Bureau of Internal Revenue (BIR); and
d. Audited Financial Statements (AFS), stamped -œreceived- by the BIR or its duly accredited and authorized institutions, for the preceding calendar year. In case the AFS for the preceding calendar year is not yet available, said AFS should not be earlier than two (2) years from the deadline for the Submission and Receipt of Bids.
2. Latest Income or Business Tax Returns filed and paid through the BIR Electronic Filing and Payment System (EFPS).
In accordance with Executive Order (E.O.) No. 398, Revenue Regulation (R.R.) No. 03-2005 and Revenue Memorandum Circular (RMC) 16 - 2005, the above-mentioned tax returns shall refer to the following:
a. Latest Income Tax Return (ITR) shall be the ITR for the preceding year, whether calendar or fiscal; and
b. Latest Business Tax Returns shall refer to the Value Added Tax (VAT) or Percentage Tax filed and paid covering the previous six (6) months before the date of Submission, Receipt, Opening & Preliminary Examination of Quotations.
2. Omnibus Sworn Statement using the form prescribed in Annex A hereof.
The Omnibus Sworn Statement shall be supported by an attached document showing proof of authorization, e.g., duly notarized Secretary-s Certificate issued by the corporation or the members of the joint venture or a Special Power of Attorney (SPA) in case of sole proprietorships for situations where the signatory is not the sole proprietor/owner.
3. For Lot 1
a. Certification that the brand offered is recognized and reliable for the last 25 yrs. in the elevator/escalator industry.
b. Original copies or downloaded copies or printed copies of Operation / Parts / Services Manuals and Brochure of the offered escalator model / brand.
c. Underwriters Laboratory (UL), CE or other internationally recognized equivalent standards.
4. For Lot 2
The bidder shall submit statement identifying the bidder-s single largest completed similar to the project, equivalent to at least 50% of the ABC of Lot 2.
