1. Background
The DATRC MP, through the General Appropriations Act 2026, intends to apply the sum of Six Hundred Thousand Pesos (₱600, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for consulting services to provide technical assistance for QMS implementation towards ISO 9001:2015 certification.
Following two failed biddings, the Bids and Awards Committee (BAC) is resorting to Negotiated Procurement under Section 53.1 of RA 9184 / Section 70 of RA 12009.
