The procurement concerns the preparation/updating of 40 civilian shelter plans. Some of the shelters are rock population shelters and some other large population shelters (S6, S3 and S2 class shelters). About a quarter of shelters have at least 6, 000 shelters (large shelters), about half have 1, 200-5, 999 shelters (medium-sized shelters), and about a quarter have less than 1, 200 a place of shelter (small shelters). The consultant's task is to get to know the population shelters that are the subject of planning, gather the necessary information for commissioning and use plans, and prepare shelter-specific plans. The work requires movement within the city of Helsinki inside. When drawing up/updating the plans, a ready-made implementation and use plan template is used, which contains the following sections: • basic information on civil protection • implementation of civil protection • use of civil protection • operation in problematic situations. Regarding commissioning, the task is to describe the work steps required for the commissioning of the shelter, as well as give them detailed and illustrative instructions. Regarding the use of the protection, the task is to describe both the technical use of the protection and other tasks after the introduction of the protection, and instructs them in detail and illustratively.
