The Council for the Welfare of Children (CWC) is the focal inter-agency body of the Philippine Government for children, mandated to coordinate the implementation and enforcement of all laws; and formulate, monitor, and evaluate policies, programs, and measures for children. As the pandemic aggravated the already existing risk of children to abuse, neglect, and exploitation, CWC saw the need to establish a Helpline where children can easily communicate or report any child rights violation.
Given this mandate, CWC undertook the creation and management of the MAKABATA Helpline through the Project Management Team in 2022 under the Monitoring and Evaluation Division.
