REQUEST FOR QUOTATION
The Clark Development Corporation, through its Purchasing Division (PD), invites suppliers/
manufacturers/contractors to send proposal for the hereunder project:
Name of Project : Preventive Maintenance Service of Clark Load End 69KV Substation at TI
Location : Clark Freeport Zone, Philippines
Brief Description : Supply of tools, consumable materials, test equipment, labor and technical
supervision for the testing and preventive maintenance of high voltage
equipment (HVE)
Approved Budget : Php420, 000.00
Delivery Schedule : Fifteen (15) Calendar Days
Prospective suppliers/manufacturers/contractors should have experience in undertaking similar
with the proposed project. Post-qualification of the lowest calculated bid shall be conducted.
All procedures shall be governed by the pertinent provisions under Section 53.9 of R.A. 9184
and its Implementing Rules and Regulation (IRR) and guidelines on Small Value Procurement
(GPPB Resolution 09-2009 dated November 23, 2009).
The prospective suppliers/manufacturers/contractors must submit their proposal in a sealed
envelope on or before June 9, 2017 at the address given below:

Substation at TI
Supply of tools, consumable materials, test equipment,
labor and technical supervision for the testing and
preventive maintenance of high voltage equipment (HVE)
A. Testing and maintenance of 1 unit- Power Transformer.
Works to be done are as follows:
1. Inspection and cleaning of bushings.
2. Conduct the following electrical test: Insulation
resistance test/ Polarization index; Winding resistance
test; Insulation power factor test; Transformer turn ratio
test; and Excitation current readings.
3. Purification and degasification of transformer oil.
Conduct following oil test: Transformer oil dielectric
breakdown voltage test and Transfomer oil dissolved
gas analysis.
4. Inspection and retightening of primary and secondary
connections.
5. Inspection and cleaning of the local control panel.
B. Testing and maintenance of 1 unit- Power Circuit
Breaker. Works to be done are as follows:
1. Inspection and cleaning of insulators.
2. Conduct the following electrical test: Insulation
resistance test; Contact resistance test; Insulation
power factor test and Timing test
3. Inspection and retightening of primary and ground
connections.
4. Inspection and cleaning of the local control panel.
C. Testing and maintenance of 1 unit- Disconnect Switch.
Works to be done are as follows:
1. Inspection and cleaning of insulators.
2. Conduct the following electrical test: Insulation
resistance test; Contact resistance test and Insulation
power factor test.
3. Inspection and retightening of primary and ground
connections.
4. Inspection and cleaning of the local control panel.
D. Testing and maintenance of 1 unit- 13.8KV Switchgear.
Works to be done are as follows:
1. Inspection and cleaning.
2. Conduct the following electrical test: Insulation
resistance test and Contact resistance test
3. Inspection and retightening of primary and ground
connections.
E. Preparation and submission of test results and
technical recommendation
