Presolicitation Notice
The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with Dun & Bradstreet (D&B), 5335 Gate PKWY, Jacksonville, Florida 32256, as the only responsible source that can provide a subscription to Dun & Bradstreet (D&B) for business reports and information on companies located around the world. This is a Presolicitation notice in accordance with RFO 5.101.
The information provided by D&B is the only source that provides DHACA with financial background information critical to making informed decisions regarding award
recommendations and subsequent expenditure of Government funds via contract awards.
In addition to basic history and operations information for each company, the Data Cloud includes a unique combination of:
• Payment and bank experiences
• Financial statements and more than 70 financial ratios and data elements
• Public filings (includes suits, liens, judgments, and bankruptcies)
• Company and trade payment history
• Corporate linkage view of related entities
• Local database records from around the world
• Daily updates to ensure the most timely, accurate and complete information
DHACA-s Grants Division relies heavily on the utilization of the D&B reports when assessing a for-profit as being responsible and capable of receiving the award funds. This is our only documented resource to assist the Grants Division during negotiations and ensures that we are good stewards of taxpayer funds. The D&B reports are the only information the Grants Division can utilize when the for-profit has never done business with the Government. Likewise, the Contracting Division has a need to ensure the company to whom they are awarding a contract is a responsible and stable business capable of receiving and fulfilling the demands of a Federal Government Contract.
