The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $45 million. This acquisition will be handled as an IFB prepared in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR Subparts 14 and 36. Western Area Power Administration (WAPA), Desert Southwest Region (DSW) has a requirement at its Elden Mountain Communications Site for a qualified contractor to furnish all labor, supervision, material, licenses, permits, insurance, transportation, and equipment necessary to accomplish the following principal components of work:
Construct a GFE (Government-Furnished Equipment) communication tower & foundations
Construct a GFE wave guide bridge & foundations
Install GFE Unity Power Battery Backup System
Provide a 1, 000-gallon propane tank and supply line
Provide new foundations
Provide a generator building and foundation
Provide and install a specified generator
Temporarily relocate boulders
Remove foundations for the existing propane tank and transfer existing propane from the existing tank to the new tank
Remove the existing communications tower and foundation to four feet below grade
Complete interior remodeling of the communications building
Remove and replace existing metal platforms and stairs outside of the communications building
Remove and dispose of asbestos-containing floor tiles
Relocate boulders to attain a natural look after construction
