he consultancy is required to: (i) design the ensuing project with the government to improve solid
waste management (SWM) in Honiara Project, (ii) complete ADB due diligence studies for the ensuing
Project, (iii) provide coordination support to Ministry of Environment, Climate Change, Disaster
Management and Meteorology and Honiara City Council to ensure effective delivery of Phase 1 of the
SWM roadmap, and (iv) strengthen the project management unit (PMU) through technical and management
support.
The consultant shall nominate a person for each key and non-key position and shall submit a
curriculum vitae (CV) for each of the nominated people in the prescribed format. The Client and
ADB reserve the right to approve or reject the CV of all resources in the proposal on the strength
of the CV in relation to the proposed role. One expert may be considered for multiple positions if
qualified.
The consultancy is expected to commence in March 2022 and be implemented over 24 months. In
undertaking the consultancy, the consultant shall have regard for the background information
contained in Annex 2 and the Solomon Islands constraints found in Annex 3 of the attached TOR,
noting that Annex 3 includes some requirements on the consultant which may affect the approach to
bidding for and delivering the PRF services.
