A job the goal is to enable uniform and high-quality winter maintenance of the main cycling routes in the Oulu region. The winter maintenance contract includes only cycle paths or streets that function as a cycle path connection. Winter care is carried out on a route-based basis in the area of several different subscribers. The contract is significantly different from a normal regional contract in terms of quality criteria, route-based, as well as the focus on cycle paths alone. Part of the supervision is carried out by bicycle on site in the areas of Oulu city, Kempele and Liminga municipalities. In addition to supervision, the consultant participates as an expert in site meetings and the steering group, acts as an organizer and record keeper of the meetings, and participates in the supervision of the fulfillment of quality promises (e.g. equipment requirements) as well as in handling, development work and to other surveys related to the contract. The expert's work includes making customer satisfaction measurements of a targeted group of users. According to the contract, the winter maintenance contractor of the main bike routes can receive a separate bonus for good work of customer satisfaction. The work includes recruiting and training cycling agents and compiling and analyzing these quality assessments.
