1. BACKGROUND:

First, the capacity for reintegration will be put to the test both in El Salvador and in other countries in the region. Additionally, the country must face the challenge posed by the treatment of sui generis variables as a result of receiving a growth in the number of returnees who had been out for long periods due to loss of roots, absence of social and family networks, as well as as cultural and socioeconomic changes.
In this context, the Government of El Salvador, through the Ministry of Foreign Affairs, has the El Salvador is Your House Program, which is a comprehensive response to serve a considerable number of compatriots who return annually, many of them in conditions of vulnerability, and that demand immediate attention to their needs of full integration to all areas of life.
As a result, inter-institutional work has been carried out to generate proposals through four working groups, which are currently comprised of various government institutions and other partners, with the Vice Ministry for Salvadorans Abroad of the Ministry of Foreign Affairs in charge of its coordination.
Given the importance of the process of reception and reintegration of the returned population, IOM will support the Ministry of Foreign Affairs with technical assistance to systematize all the services currently available and enabled for the returned population, as well as those that would be incorporated into the system. said list once the proposals that are now in work in each of the formed tables have been finalized.

1. OBJECTIVES OF THE CONSULTANCY

6. PROFILE OF THE CONSULTANT OR INSTITUTION
IOM seeks a consultant with presence in El Salvador, who has extensive experience in systematization of projects and institutional and / or regional programs, the analysis and design of service guides and institutional programs for different target populations, both in the urban area and / or rural

1. EXECUTION TIME:
The estimated time to perform this consultancy is 90 calendar days, from the signing of the contract between IOM and the company or consultant. In case of any inconvenience or delay, you must inform OIM in a timely manner to take the appropriate actions.
1. OBLIGATIONS OF THE CONSULTANT.
The Contractor will assume responsibility for the total execution of the Consultancy, so that it is carried out under optimal technical conditions.
1. It will be the Contractor's primary obligation to execute the Consultancy in accordance with the Terms of Reference, the Technical and Economic Proposal; and the authorized Work Schedule.
2. Provide competent and adequate personnel to execute the activities in the Technical and Economic Proposals, and the schedule, in the best possible way.
3. The consultant will charge the travel and accommodation expenses of their staff for consultations and training.
4. Fully pay the staff in charge of the fees, benefits, insurance, bonuses and other complementary benefits ordered by law. IOM will under no circumstances assume responsibility for legal omissions of the Contractor in this regard.
5. The Contractor shall comply with the legislation in force regarding the personnel that he supervises and employs for the activities.
6. It will be the obligation of the Contractor that the personnel employed during the course of the consultancy will be competent and qualified, in addition to having sufficient experience to undertake the tasks entrusted to them in the best way possible.
7. INTELLECTUAL PROPERTY
All products and materials developed and delivered under these Terms of Reference shall be the property of the Ministry of Foreign Affairs of El Salvador that shall have the exclusive rights to use, publish and disseminate the products that originate with said work. This right will continue in force even after the contractual relationship of the parties.
1. CONFIDENTIALITY
The consultant must guarantee the conditions of security and confidentiality of the information to which he / she could have access because of the work he / she carries out. This condition will also apply to the technical personnel that the awarded company designates to carry out the work.
The consultant must specify its Commitment to comply with the Confidentiality of Information and Liability Clauses with respect to the damages that the Ministry may suffer, either due to the disclosure of unauthorized information or for damages that may affect the technological infrastructure of the Ministry. The Contract will include the corresponding clauses, whose compliance will be verified by the Contract Administrator, appointed by the Ministry.
