This Preliminary Market Engagement Notice seeks to notify the market of the London Borough of Hackney (the Council)-s intention to commence procurement of one or more main contractors for two infill development sites in the next 3-6 months. These sites are: Blackwell Close garages & Morris Blitz Court. The Council seeks feedback from interested main contractors to understand the appetite for these projects in the current market and to seek feedback on our proposed procurement strategy.

As part of our Preliminary Market Engagement Notice, the Council is seeking feedback on these projects from interested main contractors. We want to understand the current markets' interest and get feedback on our proposed procurement strategy. When responding, we would encourage contractors to provide written responses to the questions listed below:

1. Do you have experience of delivering projects of a similar affordable nature and scale within Hackney or the London area?

2. Would your organisation be interested in bidding for one or both of these projects based on our proposed procurement strategy; if so, which project(s) would your organisation be interested in?

3. Does your organisation have capacity to bid for one or both of these projects in the next 3-6 months, and to commence work around spring 2026?

4. Would you expect cost or programme savings, or any additional social value benefits, to arise to the Council from joint procurement and delivery of the two projects?
