In line with Belgian and European climate ambitions, as well as international commitments on carbon neutrality, the Federal Public Service Mobility and Transport -and more specifically the Directorate-General for Maritime Transport (DGN)- is examining the conditions necessary for the implementation of a support mechanism for the decarbonisation of international maritime transport in the Belgian context. International maritime transport is responsible for approximately 3% of global greenhouse gas (GHG) emissions. Although it is considered relatively energy-efficient in relation to the volumes transported, the sector remains deeply reliant on fossil fuels. Its global nature makes it one of the most complex sectors to decarbonise, requiring large-scale international coordination between shipowners, ports, energy suppliers, investors and public authorities. The revised strategy of the International Maritime Organization (IMO), adopted in 2023, sets an ambitious objective: achieving net-zero GHG emissions from international maritime transport by 2050. It also provides that at least 5% of the energy used in the sector should come from zero- or near-zero-emission fuels by 2030, with an indicative target of 10%. At the European level, these ambitions are reflected in the Green Deal and the Fit for 55 package, notably through the FuelEU Maritime regulation and the inclusion of the maritime sector in the EU Emissions Trading System (ETS) as of 2024.
