Expression of Interest are invited for IPPF - Lebanon: Pre-Feasibility Study for Kleiaat Rene Mouawad Airport PPP Project.

The High Council for Privatization and PPP (the “HCP”) has expressed its interest in obtaining the support of the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) for the preparation and financing of the Pre-Feasibility Study for the rehabilitation and expansion of the Kleiaat Rene Mouawad Airport (“KYE Airport”) under a PPP scheme (“the “PFS” or “Assignment”).

Before advancing on the detailed PPP structure, there is a need to prepare a PFS for the HCP and the Bank to attain a full understanding of the feasibility of the said project and the different alternatives available when it comes to tendering the KYE Airport under a PPP scheme. Specifically, the HCP and the Bank are interested in carrying out a further analysis of the prospects of developing KYE Airport through a PPP model. The PFS will include an initial review of the business case for a PPP engagement at KYE Airport based on preliminary traffic simulation, the expected cargo transportation, introducing domestic passenger flights and attracting low cost carriers. The Assignment will be delivered under the EBRD-s Infrastructure Project Preparation Facility (“IPPF”). EBRD requested the Global Infrastructure Facility Project Preparation and Structuring Support (“GIF PPSS”) to co-finance this assignment.

Assignment Description:

In order to help the HCP assess development options for KYE Airport, EBRD would like to engage an external consultant with the preparation of a PFS for KYE Airport. The ultimate objective is to improve the provision of air transportation and cargo services and to expand the international and domestic connectivity of Lebanon through enhanced capacity and efficiency for passengers and cargo. This is expected to be accomplished by means of a PPP structure to leverage on private financing and operational knowhow in this strategic mode of transport.

The expected outcome of the Assignment is to conduct a preliminary assessment as to whether it makes economic and financial sense to rehabilitate and develop KYE Airport, terminal and airside facilities, and the potential of implementing the airport rehabilitation under a Public Private Partnership (“PPP”) structure.

The selected Consultant is expected to provide the following services:

1. Carry out preliminary technical (traffic, airside and landside asset review, assess physical constraints, investment needs, etc.), legal, environmental, and social, and financial due-diligence to assess a business case for a viable PPP for KYE Airport; including evaluating the impact of developing the airport under different scenarios with respect to cargo traffic, limited passenger traffic (e.g.: charter, LCC traffic) etc.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to government advisory on preparation of airport PPPs.

The Consultant`s expert team is expected to include the following key experts (the `Key Experts`):


- Key Expert 1: Team Leader with preferably 10 years- professional experience in managing teams of technical, legal and financial experts delivering government advisory services on infrastructure PPPs; 3+ years of working on projects in the Middle East; fluency in Arabic is preferred

- Key Expert 2: Airport/Aviation Expert - with preferably 10 years- relevant professional experience; proven track record of technical support and advisory on airport PPPs in the Middle East

- Key Expert 3: Local Legal Expert - with preferably 10 years- relevant professional experience; proven track record of government advisory in Lebanon, excellent grasp of the local legal PPP framework

- Key Expert 4: Financial Expert - with preferably 5 years- relevant professional experience
