This consultancy supports the World Bank-s (WB) analytical and advisory work on blended finance in Malaysia to accelerate innovative climate finance solutions, including structures leveraging public-private partnerships. The focus is a comprehensive pre‑feasibility/options analysis for potential blended finance structures suitable for a middle‑income context, assessing how a vehicle could pool capital from a range of investors alongside concessional funds.The consultant-s outputs are for the World Bank-s use and will inform the Bank-s advisory to Malaysian stakeholders and authorities, including a leading development bank, on options for a national blended finance solution. All deliverables are addressed to and owned by the World Bank. Stakeholder engagement (e.g., Malaysian authorities, market participants) is for information‑gathering to support Bank analysis. At the Bank-s request, the consultant may participate in WB‑led stakeholder briefings to present and explain findings; any external sharing of materials requires prior written authorization from the World Bank. The consultant will not provide implementation support under this TOR, nor represent the World Bank or any stakeholder.
