The Contracting Authority has various land policy instruments at its disposal to realize its spatial and social tasks. Within the system of the Environmental Act, the right of pre-emption and the determination of expert compensation play a role important role in a careful and goal-oriented acquisition process. The use of these instruments requires specialist legal, economic and valuation technical knowledge. The Acquisition, Pre-emption and Expropriation team of the Contracting Authority has knowledge of the instruments, but needs additional specialist support to use these instruments correctly and efficiently. That is why the Contracting Authority wishes to contract expert market parties for: Integral or partial support in applying the pre-emptive right. Carrying out or testing expert compensation. Advice on parts of the processes surrounding acquisition, valuation or damage assessment.
