framework agreement for Software for drawing up advance Intervention Plans (VIP) (for which HVZ Waasland will act as purchasing center). This assignment relates to the development, delivery, implementation, configuration, commissioning, training, support and maintenance of a Software as a Service (SaaS) platform for the collaborative creation, management, updating, validation, consultation and reporting of advance intervention plans (VIP) by emergency response zones in Belgium. The platform must support cooperation between the emergency response zones and the operators of locations for which prior intervention plans are drawn up, and to this end it must include at least a separate portal for the fire brigade and a separate portal for the operator. The order also includes a mobile/tablet application for consulting approved VIP, with the possibility of offline use, as well as hosting in a redundant data center within the European Union. The solution must allow to support file management, communication between parties involved, the follow-up of the preparation and updating of intervention plans and the analysis and reporting on the operation of the zones. The assignment also includes compliance with the applicable regulations and security requirements, including NIS2 at the latest at the time of the award decision.
