This award for brand name software licenses and incidental services will be placed on a sole source basis with Carahsoft, on behalf of Nuance, as the following circumstance in FAR 12.102(a) applies: only one source is available to provide the services required at the level of quality required because the services are unique or highly specialized. The software licensing is for the PowerScribe 360 brand name voice dictation systems already in place at the required sites ( Brooke Army Medical Center, Walter Reed National Medical Center, Dwight D. Eisenhower Army Medical Center, Evans Army Community Hospital, Womack Army Medical Center, Blanchfield Army Community Hospital, Madigan Army Medical Center, Landstuhl Regional Medical Center, Naval Medical Center San Diego, Naval Medical Center Portsmouth, Tripler Army Medical Center, Brian D. Allgood Army Community Hospital, Travis Air Force Base). The absence of software licensing, migration and incidental services will cause significant work-stoppage for voice dictation for radiology systems. Thus, only the exact brand name licenses and incidental services will meet the customer's needs.
