Tenders are invited for Port Moresby System Study and 11kV Distribution Upgrade - Engineering, Procurement and Construction (EPC) Contract.
1. The Independent State of Papua New Guinea has received financing from the Asian Development Bank (ADB) toward the cost of the Port Moresby Power Grid Development Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. This Contract will be jointly financed by The Government of the Independent State of Papua New Guinea (PNG). Eligibility rules and procedures of ADB will govern the bidding process. Bidding is open to Bidders from eligible source countries of the ADB.
2. The PNG Power Ltd ("the Employer") invites sealed bids from eligible Bidders for the Port Moresby Transmission and Distribution system; Load flow analysis, transient, harmonic, stability and protection studies including design, construction and completion of 11kV feeder lines from the new Kilakila substation and interconnecting into other city substations, upgrade and modification to the existing MV & LV distribution system, to achieve the system stability and power quality requirements from the outputs as defined by the Employer-s requirements in the Bidding Documents.
3. International Competitive Bidding (ICB) will be conducted in accordance with ADB-s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in the bidding:
• The Bidder must demonstrate that it has the financial resource to meet its current contract commitments, plus the requirements for the subject contracts of U$ 0.87 million or its equivalent for the first four (4) months. Similar participation in at least two (2) contracts that has been successfully or substantially completed within the last eight (8) years, where the value of the Bidder-s participation exceeds US$ 5.2million;
• Participation as a single entity or as joint venture partner in at least two (2) contracts for urban distribution projects with 10kV or 20kV overhead lines, system studies of distribution grids;
• Participation as a single entity or as joint venture partner in at least two (2) contracts for urban distribution projects with 10kV or 20kV overhead lines systems 10kV or 20kV cable installation projects and for directional drilling for underground cable systems.
