This Presolicitation Notice is issued in accordance with FAR 5.101(c) and serves as a Notice of Intent to award a sole source contract. This is not a request for competitive quotes.
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) intends to award a sole source purchase order with Whooster Inc (UEI: V7HKESYDMJQ5) using FAR Part 12 procedures. The purpose of this acquisition is to obtain a real-time, comprehensive investigative data solution enabling APHIS to obtain critical aggregated and correlated intelligence across people, phones, vehicles, properties, criminal records, businesses, and social media databases. Whooster also supports batch searches allowing hundreds or thousands of queries simultaneously. This subscription is essential to maintain mission critical investigative capabilities for identifying violators, supporting pathway analysis, and protecting U.S. agriculture and natural resources. Whooster is the sole proprietary provider. The Statement of Work, sole source justification, and solicitation are attached.
This notice is not a competitive solicitation. However, all responsible sources may submit a quotation or capability statement, which will be considered by the government. Any party that believes it can meet this requirement should provide a capability statement for the Government-s review.
A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be used only to determine whether a competitive procurement should be conducted. The government will not be responsible for any costs incurred responding to this notice. A party may identify their interest and submit a capability statement by May 27, 2026.
