Synopsis and Intent to Sole Source PRODUCT DESCRIPTION
The U.S. Army Futures Command, Combat Capabilities Development Command (DEVCOM) Aviationand Missile Center (AvMC), Prototype Integration Facility (PIF), at Redstone Arsenal, Alabama, issues this synopsis in accordance with FAR Part 5.203. The Government intends to issue an awardon a sole source basis for a firm-fixed price (FFP) delivery order to Honeywell, Inc. to supplyEnvironmental Control Units, Flow Control Valves, and Environmental Control System (ECS)Controllers to be fielded as part of the V-22 B2C MCOI Upgrade in Huntsville, Alabama.
The proposed contract action is for supplies or services for which the Government intends to solicitand negotiate with only one source under authority of FAR 6.302-1(a).
The Contracting Officer determined that Honeywell is the only sources that can reasonably meet theGovernment-s requirement in accordance with Title 10 U.S.C. Section 3204(a)(1), as implemented byFederal Acquisition Regulation (FAR) 6.302-1(a)(2)(i), “Only one responsible source and no othersupplies or services will satisfy agency requirements.”
The only known capable source with the proprietary data necessary to procure these items of supplyis the Original Equipment Manufacturer, Honeywell, Inc. The Government does not have access to orrights in this proprietary data sufficient to compete this requirement.
The Government intends to award a purchase order to Honeywell. This synopsis is not a competitiverequest for proposals; however, the Army will consider capable parties who submit capabilitystatements that clearly show that it currently possesses or has authorized access to the necessaryproprietary data, or has a viable plan to obtain, generate, or otherwise secure authorized access tothe necessary proprietary data from Honeywell. The Government will consider any capabilitystatements received within fifteen days after date of publication of this synopsis.
