② not come under Article 6 of the Regulation concerning Contract for NHO ;

③ have Grade A, B, C in "Sale of goods (Pharmaceuticals/medical supplies)" for participating in tenders by Ministry of Health, Labor and Welfare (Single qualification for every ministry and agency) in Kinki Regions ;

④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ;
