the department of veterans affairs (va) intends to issue request for proposal (rfp) va770-17-r-0417 for repacker services. This procurement will be for full and open completion and as a service contract; it is subject to the service contract act of 1965, as amended, and the fair labor standards act of 1938, as amended. The contract period will be for one year plus four pre-priced one year option periods.
Rfp va770-17-r-0417 the department of veterans affairs (va) consolidated mail outpatient pharmacy (cmop) program has identified the need to receive repacking support from a contracted oral solid pharmaceutical repacker. The cmop program requires a contractor to serve as a unit-of-use repacker and distributor for pharmaceuticals needed by va patients. Under the program, cmop will purchase the pharmaceuticals to be repacked, and arrange for delivery of such products to the repacker for processing. The ordering cmop facility will provide instructions for repacking of the product into various bottle sizes. Cmop facility orders will be repacked and shipped fob destination to the ordering cmop, with receipt within seven calendar days, on an as-needed basis. The cost of handling and shipping of orders is a component of the contractor s repacking and distribution fee. Currently cmop orders approximately seventeen million (17m) bottles per year, using various strengths and bottle sizes, being repacked to meet the needs of cmop.
The responsibilities of the contractor will be outlined in the solicitation, but will include the following: repackage and label (according to va specifications), all drugs ordered by the va for this particular repacker contract, in unit-of-use packages and ready for dispensing or distribution, to cmop facilities. These high volume pharmaceuticals will be purchased from third party distributors/manufactures and delivered to the repacker to be repacked in unit of use sizes.
