the atlantic oceanographic and meteorological laboratory s (aoml) ocean chemistry division (ocd) http://www.aoml.noaa.gov/ocd/ocdweb/index.html located in miami, fl intends to purchase two new seafet ph sensors, copper fouling guards and applicable accessories from sea-bird electronics, inc. Located in bellevue, wa.
Sea-bird electronics, inc has been identified as the american company that can provide the supplies needed that also meets the government s intended use. There are several reasons to justify this position.
These instruments will be used as part of the ocean acidification program s goal to measure fine-scale fluctuations in seawater ph over long periods of time and the impacts of climate change on coral reef ecosystems. The ph sensors are deployed at a variety of locations for up to 2 years at a time. They will also be placed on or near pre-existing bouys to monitor changes in sea water ph.
The instruments packages requested must meet the following criteria:

new instruments:

deployment 1month

internal battery supply mandatory

internal data logging mandatory

depth rating up to 70m

utilizes ion-sensitive field effect transistor (isfet) technology

must measure ph potentiometrically in two different ways.

1. Against a reference electrode bearing a liquid junction

2. Against a solid state reference electrode without a liquid junction

shall include secure shipping case for storage and shipping

shall include all programming cables

shall include a copper fouling guard
the systems that we requested will allow ocd to measure high-frequency (minutes to hours) fluctuations in seawater ph as they change over monthly cycles. The systems must be an autonomous data logger with internal power source and memory. It must be deployable to 70m and measure ph using isfet technology. Measured ph must be conducted in a manner to minimize temporal drift, i.e., reference electrodes with liquid and solid state junctions. A pelican case shipping container shall be included for secure storage and shipping purposes, as well as a copper fouling guard to place over the sensor to prevent fouling by marine organisms when deployed.
Aoml requires the purchase of the existing brand/make/model of the requested equipment because as part of its mission they need to maintain data accuracy, and data comparability. Utilizing the same equipment across all sites allows for stronger data comparisons and eliminates certain errors associated with the use of different brands of instruments. This is imperative, not only to aoml s work, but for the government, as it is a required parameter based on the funding. This data will strengthen aoml s understanding of fine-scale fluctuations in seawater ph over long periods of time and the impacts of climate change on coral reef ecosystems. The stronger and more consistent aoml s data, the more comprehensive the data set will be and aoml will have to report this data to the government and eventually the public. The historical, future and long term data must be comparable as this allows aoml to perform data comparisons and discern any subtle differences, confidently arguing that they are due to environmental influences rather than possible differences in instrument measurements. Over the course of time these sensors have shown that they are the most reliable and technically acceptable instruments for aoml s needs.
Sea-bird electronics, inc. Is the only known american source that can reasonably and directly provide the two new seafet ph sensors, copper fouling guards and applicable accessories that are required in order for aoml to successfully complete their field projects.
The intended procurement is for two new seafet ph sensors, copper fouling guards and applicable accessories which the government intends to acquire under the guidelines of far part 13, simplified acquisitions procedures. The government intends to solicit and negotiate with the only known source (sea-bird electronics, inc.) under the authority of far 13.106-1(b). However, all proposals received prior to the close of this notice will be considered by the government. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue a purchase order to sea-bird electronics, inc., whichever is determined to be more advantageous to the government without further notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed seafet ph sensors, copper fouling guards and applicable accessories. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified supplies that provide the same fit, form and function as the ones specified above. Any responses that provide for supplies other than those specified must be accompanied by descriptive literature and show they meet the same form, fit and function. Also include the name, telephone number, and point of contact for businesses or other government agencies to which it has previously provided the supplies.
